Congratulation to all new congress members of the following month.
I hope none will resign this time,note that Ireland needs you all.
I will explain in this article the laws a congress member can propose and when do we propose laws.




New citizen fee
Change the amount of money new citizens will receive from the treasury as startup money. Can not be lower than five (5) units of local currency.
New citizens will get a job and will have money,we don't have to increase it and spend the country's money on this.



Country donations
Transfer money or gold from the country's treasury to an organization. During the twenty-four hour voting period the proposed currency due for donation is "frozen" and rendered unusable.
We do not propose it unless CP or Minister of Financial asks for it.



Issue money
Take gold from the treasury and replace it as money. Includes paying a transaction tax of which is deducted at a rate of 0.005 gold per 1 unit of money.
There is no need for this law now,it is gold that we need, not IEP.However if things change our Minister of Financial will write an article to explain why he needs to propose it and we will debate on this.



Natural enemy
Members of congress or president can propose neighboring country as their natural enemy. If agreed, a free war will be started with the natural enemy. The prosing country citizens will get +10% bonus while fighting against their natural enemy.
In our case with UK do not wait CP nor MoD nor MoFA to ask if u should propose it.If none is online on irc then the moment you will see a region gets liberated and has borders with Ireland propose it as soon as possible.Also note that : "You cannot sign a peace treaty with your Natural Enemy: both countries must first unset Natural Enemy before they can sign a peace treaty. Once the Natural Enemy is set, it cannot be changed for 7 days".
NE bonus can be lost in less than 7 days only if one country is totally conquered and we have to propose it again when they liberate at least one region.



Change taxes
Note: Can not be lower than 1% and higher than 99% (for Import Tax or VAT), or 50% (for Income Tax). Raw materials have no VAT.
We changed taxes recently and we had good results,if we again need to change it Minister of Financial or Country President will ask us to propose it.



Minimum wage
Change the minimum employee salary given by companies. Can not be lower than 0.10 units of local currency.
Wages are always much higher than what is proposed so no need for such a proposal now.



President Impeachment
Remove the President and replace him with whichever previous presidential candidate received the second-highest vote score. Requires 66% of Congress votes to be passed.
When we want to propose this law we have to know that for those 24 hours that this law is in progress the country president can not do anything for his country which means he can not send mpp to other allies nor attack a region nor buy construction for his country nor propose any other law.Also u have to know that once an Impeachment has been proposed in Congress, another Impeachment proposal won't be possible for a period of 7 days.So be really careful on this.

IMPORTANT:
When a law is on progress,(for example a donation proposal) we can NOT propose a second proposal of the same category which means on our example another donation,we have to wait this law to be voted or not first and then propose a new one.
