Greeting, fellow Cubans,

today, I will address all the Congress members in one important issue. I have been reading through the Emergency Law quite thoroughly in the last couple of weeks, and I have reached horrifying conclusions. Let's see them all:

First of all:

In the past three (?) months, nobody respected this law.

Why? Because according to Article 2, we need to have 1.050.000 currency in our Emergency Law, since the cost for dictatorship was increased in May (?) . Do we have them? Not at all.

Okay, but we can simply ask our rich uncle Nikola or Cocodrile to give us the money and everything will be okay.

No, dear citizen, it will not. Because, according to Article 3.3. , we can only add 10.000 currency each month to the fund. So by allowing to add more, Congress will be breaking the law.

So what will happen now?

Good question. Article 5 clearly says, that unless the Article 2 is satisfied, the Government shall suspend or cut any social aid plan, and may not sign more than 3 MPPs.

So I will get no help for Training Grounds and we will have only half of our usual MPPs?

Yes, that's right.

But what if we only change these two or three articles? Will it help?

No, it won't. The Chapter II provides us with the slowest way possible, how to react to any emergency - by voting in Congress, where you need 66% support. Everyone, who was involved in Cuban Congress knows, that this would usually take several days to achieve.

But the articles 9 and 10 say that everything can be made faster and the decision can be reached immediately.

Unfortunately they don't. Articles 9 and 10 talk only about Emergency Commitee, which shall be made only when we have no Congress. If we have Congress, there is no Committee. And since there is no mention of Congress in Articles 9,10 and 11 (only in Article 8), these articles do not work for the Congress. Of course, the Congressmembers might decide the voting should be made faster on their own, but there is no law which says so. So if they want to obstruct declaring the Emergency (for example for political reason, or because they caused this Emergency to happen), they can easily do so. And there is no way how to stop them.

So, let me see it again - our Emergency Fund is low, it will take months or years to fill it, we will have to live in poverty, and if there will be some emergency, there is no guarantee Congress will solve it? And if some Congressmember causes Emergency to happen, he can still vote about the solution?

If we act according to this law, you are right.





As a presidential candidate, I strongly urge Congress to derogate this law immediately and start working on completely new Emergency Law. Not only the current law is obsolete, but it is also badly written in some parts, as I have just demonstrated. If somebody actually starts to respect this law (and I'm sure both presidential candidates will respect eCuban laws, once they will be in the office), the consequences to our citizens may be fatal. And the Emergency Law could actually cause some Emergency on its own.

So please - act fast and stop this horrible piece of bureaucracy, before it is too late.

Hoy, me dirijo a todo el congreso miembro en una cuestión importante. He estado leyendo a través de la Ley de Emergencias bastante a fondo en el último par de semanas, y he llegado a espeluznantes conclusiones. Veamos todas ellas:

Primero de todo:

En los últimos tres (?) meses, nadie respetó este derecho.

¿Por qué? Porque de acuerdo a Artículo 2, necesitamos tener 1.050.000 moneda en nuestra ley de emergencia, dado que el coste de la dictadura se incrementó en mayo (?) . ¿tenemos? No, en absoluto.

Bueno, pero podemos simplemente pregunte a nuestro tío rico Nikola o Cocodrile para darnos el dinero y todo estará bien.

No, queridos ciudadanos, no lo hará. Porque, de acuerdo con Artículo 3.3. , sólo podemos añadir 10.000 moneda cada mes al fondo. Así permitiendo añadir más, el Congreso estará infringiendo la ley.

Así lo que va a suceder ahora?

Buena pregunta. Artículo 5 lo dice claramente, que a menos que el artículo 2 se cumplen, el Gobierno podrá suspender o cortar cualquier ayuda social plan y no podrán firmar más de 3 MPPs.

Así que no recibirá ayuda para Entrenamiento y tendremos sólo la mitad de nuestro habitual MPPs?

Sí, es correcto.

Pero lo que si sólo nos cambie estas dos o tres artículos? ¿servirá de algo?

No, no lo hará. Capítulo II nos proporciona la manera más lenta posible, cómo reaccionar ante cualquier emergencia - por votación en el Congreso, donde necesita el 66% de apoyo. Todos, quien estuvo implicado en el Congreso Cubano sabe, que suelen durar varios días para alcanzar.

Pero los artículos 9 y 10 dicen que todo puede hacerse más rápido y la decisión puede ser alcanzado inmediatamente.

Lamentablemente no lo hacen. Los artículos 9 y 10 hablar sólo de emergencia Commitee, que deberá efectuarse sólo cuando no tenemos Congreso. Si tenemos Congreso, no existe ninguna comisión. Si actuamos de acuerdo a esta ley, tiene usted razón.





Como candidato presidencial, insto encarecidamente al Congreso derogar esta ley inmediatamente y comenzar a trabajar en la nueva Ley de Emergencia. No sólo la ley actual es obsoleta, pero también está mal escrito en algunas partes, como acabo de explicar. Si alguien empieza a respetar este derecho (y estoy seguro de que ambos candidatos presidenciales respetarán eCuban leyes, una vez están en la oficina), las consecuencias de nuestros ciudadanos puede ser fatal. Y la ley de emergencia podría causar alguna emergencia por su propia cuenta.

Así que por favor - actuar con rapidez y detener este terrible pedazo de burocracia, antes de que sea demasiado tarde.
