Introduction

I apologise for the delay in communication from myself. There was a need for some quiet diplomatic preparations and further information gathered before an update.



Foreign Affairs

There seems to be a risk to our country from our former ally Poland. This is because Poland has been trying to find ways to get full bonuses. They only miss one, limestone. Since limestone is present in just 14 regions and they are allied to most of the Asteria and pro Asteria this could leave us as a target as we have limestone in the North East of England.

Despite recent neutrality, I am hopeful that our history of friendship and co-operation mean that Poland will not cast this aside this history for our limestone as this should be more important than a 15/15 bonus. My Government and Wayne's Dictatorship have made preparations to counter and hopefully deter this risk in case our history of friendship and co-operation is not enough.

Our Congress was asked to ratify the agreement however only 7 members of Congress were in favour with 13 against with all other members abstaining. This information has been passed to our dictator.

Willem-Kordak Plan

There is general favour towards this however further clarification may need to be requested.



Dictatorship

I am sure you will have formed your own opinions about our current Dictatorship and how successful or unsuccessful it has been. There is once again some discussion about the subject in our media.

For my Government's part we are fully functioning and successfully operating. We have continued to strive to co-operate with our Dictator with input provided from my cabinet, Congress and myself when required or requested as I hope is apparent in this update.

I still don't find this find this an ideal working arrangement and it can certainly be said that it is the cause of great frustration in the UK. There also seems to be a great inconsistency in the 'power' of my Government and Congress to influence our Dictator. He often finds making a decision on his own instead of seeking guidance more convenient which is his 'new world' mechanic prerogative however undermines a democracy he claims to represent.

In my opinion myself and my Government would find it easier to operate, provide updates and alleviate a little of the boredom without the extra level of bureaucracy a dictator with all the 'buttons' currently presents. So while it is best for the UK that a level of mutual co-operation must by all citizens. I think the time has come now to speak of referendum.



Referendum

I proposed a simple three option referendum. With each UK citizen free to selection one of the proposed options below;

Organise a Revolution - ('New World' mechanic to restore democracy)

"Revolutions are campaigns against the Dictator and his supporters, aiming to restore democracy in the country. They can be started by Commanders of Military Units. The Military Unit has to be located in the country where the Dictator is in charge."

Remain under the current Dictatorship - ('New World' mechanic the current Dictator remains in charge and is free to appoint there own successor if required.)

Dictators have practically all the power in the country. They can single handedly pass any law. There are only 2 laws the Dictators cannot touch: a law for changing the new citizen message and a law for impeaching the President.

Elected Country President is appointed Dictator (No 'New World' mechanic, the current dictator would have to ratify the results of the referendum by the transfer of power.)

The 'New World' mechanics would still result in the new Country President/Dictator having practically all the power in the country. The ability to single handedly pass any law with the exception of the two mentioned above. However the citizenry of the UK would put their faith the this elected individual to not mis-use this power and work with Congress to make joint decisions

The referendum held in an article with comments counting as votes for all to bear witness around day-change on Day 2,680 and last for 48 hours. Each UK citizen will have one vote.

The reasons behind the proposal was unclear to myself, my MoFA and our Dictator...so no vote was cast.

I will end again by stressing that this referendum should also not be a comparison of my elected Government vs the Dictatorship of Wayne. It should also not be a measurement of Wayne's ability to be a Country President as there are already 'new world' mechanisms to decide this in the form of the elections for the Country Presidency. I think it is also important to remember that my mandate ends on the 6th of April however our Dictatorship under Wayne has no end date so the referendum needs to decide how we as a society operate long-term to make a dictatorship work or if we return to a democracy.

As always I welcome your thoughts however please remember we need respect in public dialogue to set a positive example that elevates the quality of politics in our country.
