[Elite C] Citizen Related Policies Detailed

Hello again everyone! This articel further discusses the forementioned Citizen Related Policies I released last week. If you want to be reminded of them then click here

"Starter Packs
• Starter Packs will be made available to all new citizens
• They will include food and weapons.
• They will be handed out to new citizens by the MoCR"


A Starter Pack will contain:
1. 10 Q7 Weapons
2. 500 Q1 Food
This is equal to approx. €100 at current market value.
All citizens will receive this Starter Pack when they become an Irish Citizen in eRepublik (assuming eIreland is their birthplace)


"Training Grants
• All new citizens will be entitled to apply for a Training Grant
• The MoCR will inform new citizens of this entitlement and advise them to apply for the grant
• There will be a limited number of grants available and acceptance of a citizens proposal will be subject to approval by the MoCR, MoF and CP, and awarded on a first come first serve basis.


Training Grants will be available to citizens 3 months old and younger. Citizens older than this who setup a new account will not be entitled to this grant.
The Training Grants will include:
35 Gold
This scheme will be funded by the government but donations will be accpeted by citizens.
As mentioned there will be a limited number of grants available. In total there will be 10 Full Training Grands per CP term with a maximum of 20 Partial Training Grants also available.
The total estimated cost of a FTG will be €7000(35 Gold) while the cost of a PTG will be €3000(20 Gold). This allows for a total of €130,000 towards TG per CP term.
It is important to remember that this will be a grant, therefore it is expected that the citizen will contribute towards their own upgrades.
*These are estimted figures. The figures are negotiable and will be discussed further with the MoF and MoCR. However it is expected that these figures will be accurate.


"Department for Citizen Relations

• The government will develop a Department for Citizen Relations.

• This will merge the Department of Immigration and Department of Foreign Affairs

• A Minister for Citizen Relations will head the department.
o Their duties will include
 Ensuring the successful running of programs for New Citizens
 Aiding in resolving arguments between citizens
 Discourage trolling, paticularly towards new citizens"


I feel that merging the 2 forementioned Departments is the right action to take. They all tie in together, and I think it best that they all share the same department. This means appointing a Minister for Citizen Relations. This is aimed specifically at new citizens to ensure they have the best chance of succeeding when they are just starting out. At the Moment I feel there is a disconnect between the government and in paticular new citizens. It shouldn't be up to individual parties to coach along their new members. It is the duty of the state to ensure each citizen is taken care of in the best way possible.

"• A Council of Immigration will be set-up and incorporate the authorities of the former DoI
o Each Party who hold 5%+ of the total number of citizens in political parties on the day of selection of the council may submit one member of council.
o In the event of a deadlock, the Minister for Citizen Relations will provide the casting vote.
o Their duties will include
 Accessing the safety of each new CS application
 Advising Congress on which applications may be approved"


I'm still disillusioned as to how applications for citizenship are accepted and rejected in this country. I'm aware of some group doing checks but it is never at the fore. The Council of Immigration would be required to inform all the citizens of any information they gather on any citizen applying for citizenship into eIreland and citing any reasons they have for refusing application.
The CoI also allows all political parties with 5%+ of total party membership to have equal oppurtunities when it comes to our citizens. Each member of the council will have one vote and no vote is greater than anyone else's.
At present there are 157 members of political parties. Therefore parties with more than 7.85(7) members are entitled to select a person to sit on the council. Therefore the Top 6 party's at present will have representitves on the council.
The Council will be selected on the 6th of the month and made official on the 7th.

"• A Minister for Foreign Citizen Relations will incorporate the authorities of the former MoFA
o Their duties will include
 Negotiating MPP’s
 Advising the CP on which MPP’s would best aid the country
 Negotiating a Training War with a friend nation
 Administering the Ambassador Program"


This Minister will be selected by the CP.
They will act as an advisor with the MoD, to the CP in regards which MPP's would best serve eIreland's needs.
Their main priority will be to the administrate the 'Ambassador Program'.
The program will get a re-generated boost, in that rather than a nation by nation ambassador, a continent-by-continent ambassador(s). Each continent can have no more than 3 ambassador's selected by the MoFCR. They will required to interview governments in each country. Articles will be publshed throughout the term updating citizens of their progress.

Training Wars have proved successful in the past and so it will come as no surprise that we will be looking for a friendly nation to fight with once again.
