移民条例细则
1. 本条例为所有玩家入籍eC制定，移民局拥有国籍审批的最终决定权。

2. 任何人士，包括总统，外交部，eCIA等，在未有移民局授权下，不能要求议员批准华语或非华语玩家入籍。移民局成员是通知议员批准玩家入籍的唯一通道。议员不能私自批准。

3. 华语玩家eC通道， 申请eC国籍的华语玩家，首先要首先向移民局提出申请，由移民官审核通过后，通知议员批准，并在「议会区」「x月26日 - x月25日 国籍审批备案集中贴」报备。

4. 非华语玩家入籍申请通道目前只存在「议会通道」，这一通道由议会表决不定时开启。

5. 非华语玩家申请国籍，在确认「议会通道」开启后，除在游戏内部申请国籍外，必须同时填写EC移民申请表格（http://tinyurl.com/7g4g7y5），否则视为无效申请。

6. 非华语玩家申请者必须是联盟国的子民，而且必须获得其所在国家的总统和外长的推荐，并拥有eC国内担保人（华语担保人），且担保人并不仅限于此。

7. 非华语玩家申请书中必须包含不参与任何政治活动而且必须遵守EC市场秩序的文本。

8. 任何形式贿赂总统、内阁、议员、移民局人员的行为，一经发现，自动进入移民黑名单。黑名单人士永久不能入籍eC，除非移民局或国会做出撤销黑名单的决定。

9. 「议会通道」开启后，非华语玩家入籍申请：
i.非华语玩家提交有效申请后，由移民官检查申请者改过移民配额和他们是否在移民黑名单上。
ii.预审通过后，移民官将审核包括担保人查证在内的进一步调查。调查准则包括但不限于推荐信，现有国籍、日常作战情况、好友及报纸情况等。无法通过审查者将被直接否决。
iii. 调差通过后，由移民官通过PM、IRC或QQ对申请人进行面试。面试的全部过程将被记录下来，并作为进一步处理的主要依据。
iv.当且仅当申请者通过面试后，移民官将在议会论坛提交申请者的移民讨论议案。使得议员能对申请者做全面的了解。此时议员有关申请者的任何疑问都将通过移民局跟进，而且申请者必须尽快回答。议案的讨论时间为12至72小时，由移民局提案人只有选择。
v.经过讨论后，移民官将在议会论坛提交申请者的移民表决案，一般表决按的时间为12至72小时，由移民局提案人只有选择。有效表决要求投票人数不少于法定人数的50%。当且仅当有效表决中赞成票数大于反对票数，且打到货超过总票数的40%时，议案才能获得通过。
vi.讨论案通过后，移民官会联系议员批准，并在「议会区」「移民局专用国籍审批备案帖」报备。

10. 移民局会尽快处理申请（一般移民审核和批准周期为10~15天左右，22号开始，不在受理申请直到月底）。审核结果会在本期结束之前pm申请人。每届每位申请人只有一次申请机会，多次申请被视为滥发并取消下届申请机会，屡犯者列入移民黑名单。

11. 移民局官员有权对所有申请进行审核。审核标准主要考虑因素但不限于，原国籍，财产，等级，好友列表，以及RL情况，对eC等的看法等等。

12. 若任何玩家出现以下行为，将被列入移民黑名单，永久不能再次入籍eC：
i. 参加党魁选举
ii. 参加议员选举
iii. 参加总统选举
iv. 恶意破坏劳动力市场
v. 恶意破坏外汇市场
vi. 恶意破坏其他市场
vii. 起义或其他战场多次打反，造成恶劣后果和影响


任何进入eC的申请者必须进行宣誓：
“本人自愿宣誓入籍eC以后在eC方向战斗，遵守EC市场秩序，不参与政党主席竞选，议员竞选，总统竞选等政治活动。在投票的时候只投RL中国人或者按照移民局ATO建议投票。如果违反上黑名单，无法再次入籍eC。其他和违反者相同国家的入籍申请会被冻结”

"Here， I solemnly swear that after obtained eC nationality I will:
1. I will not paticipate in political activities in eC, including but not limited to party president election, congress election and country president election;
2. I will follow the eC market rules;
3. During PTO scenario in eChina, I will vote only for RL Chinese players or candidate on ATO list provided by ECID during election;
4. Fight in eChina and alliance side according to eChina's Military Daily Order.
5. Never fight against eChina."

Note: Any violation of the rules above， may cause the immigrant be put on a black list and not allowed to immigrate to eC again. All citizenship applications from the immigrant country of origin may be suspended.







For your convenience, the full application procedure will be attached by end.

Golden Rule No.1
Never ever try to exchange citizenship with money or any other benifit.
Things happen everyday that many people try to bribe eChinese officers or comgressmen to exchange citizenship, either with gold or votes. Remember that this behaviour will only result in your name being permanently added to our immigration blacklist and all your application losing chance to pass from that on.
Golden Rule No.2
Planning you application in advance at proper time
The congress channel will be started by eC congress at any time, while it will be stopped at any time. Only when the channel works, the immigration officers are ready for work.
All immigration application processing will stop during 22nd - 27th each month because of the congress election. Normally it will start again after 1st in next month when all new immigration officers are ready for work.
Golden Rule No.3
Your CP must be one of your guarantors
All immigration application must have guarantors, and your current CP must be one of them, or it will not be attended to.

[Congress channel]
This channel is provided to those people who can get guarantees from CPs of their OWN. If you really have considerable influence in your country that your current CP is willing to provide guarantee for you, you can take this channel. Then you need to fill up the application form and wait for checking from Immigration Department and eC Congress.

There are some rules here to follow.
a. Only the application from friends country of eC can get passed.
If your CURRENT CITIZENSHIP (NEITHER ORIGINAL ONE NOR IN REAL LIFE) is not the friends country, your can NEVER pass in congress channel.
b. Write request and need in application
If you are in special or urgent situation, please write them in application form but not just come to our office screaming again and again instead.
c. Read denying reason carefully before reapply
If your application is denied, there must be a reason given in the status checking form. Please read it carefully and NEVER set up a new application AGAIN BEFORE you get the DENYING REASON REMOVED. Also you are not allowed to apply twice in a month if the previous one is denied unless you get our exception. Your name will be banned for that.
d. Really prepare for the interview
You should think about why you move to eChina, and then get any possible evidences based on your purpose ready for checking.
e. Never lie to us
f. Be serious during interview
When you are attending the interview, it's better to get your guarantor accompanying with you, or ask them PM us in game in advance. Listen carefully to our questions and make your answers short if possible. If you have problems in english reading, please tell us at the beginning. And the process of interview will be noted, the process of interview will be discussed in congress. The record of interview is your only way to persuade congressmen to pass your application.
g. Always keep an eye on the status checking form
Keep it as a habit as checking your land or market.
h. Be positive & active
When you find your status changes from 'Queuing' to 'IRC Interview before DayXXXX', just directly go to the IRC Channel and ask for interview. If no one is there, I suggest you write down the name of the officer who is in charge of your application from the status checking form, and then directly shoot him a PM in game to remind him that you are ready for the interview. Believe me, that will shorten your waiting time.
i. Be patient
When you find your status changes to 'congress discuss', please keep patient. The discuss will last 12 to 72 hours, and there will be a vote which need 24 to 72 hours. When your status is 'congress discuss', congressman may have other questions outside the interview. Consequently I suggest you keep your eyes on the PMs from eChina Immigration Officer.



Basic Application Flow
1.Make sure the congress channel is started.
2.Please fill up the following form with your true personal information.
Your CP must be one of your guarantor. Be attention that any fake data provided may incur your application being rejected. As a result, your ID will be added in our black list,and your further immigration application will be permanently blocked.

4.We have a quotas based immigration system, if all quotas of your current citizenship were used up, you'll have to wait until next month.
5. eChina Immigration Officer will check your application, and then if you get passed, we will have a interview.
6. When you pass your interview, The record of interview will be discussed in the congress.
