Program Feature #1 - TU2RU
Part I - History
Since June of 2012, when Israel Stevens was ePoTUS, Tank Up To Rank Up has run as a program that aims to provide eAmerican citizens with the weapons they need to rank up quickly.
Tank Up To Rank Up was founded after divisions were introduced, and Stevens, through his program, aimed to help players rank up much faster than they could have otherwise, without weapons. After it's founding, the program supplied around 300 people per day with 5 q6 tanks, with the restrictions of D1-D3, and one request daily.
TU2RU began privately funded, and cost Stevens around 400 gold to run for the entire month. Once his term ended, it was handed over to Congress. They saw the value immediately and funded the program fully. However, Congress decided not to fund 36 or lower, and instead just D2, due to budgetary restrictions.
From there, it became the program that it is today.
Part II - The Program Today
Today, TU2RU stands as a DoI program, proudly supplying around 100 people daily. Although it has had problems in the past, the dedicated QM team this month has kept supplies going out.

Current Requirements
-Must Be D2
-Must Have American Citizenship
Reasons For Denial
-AFA Membership
-Anti-American MU
-Insufficient Level
If you meet all the requirements and none of the reasons for denial, feel free to request for tanks once per day!

So, TU2RU = Awesome. Even 5 months later, the DoI still allows TU2RU to propser and supply YOU with the weapons you need to succeed.

I love TU2RU and use it every day. Thanks! I thought, though, that it was div2 only? The form shows level 25-29.
Look at it this way: Eve if you WERE a completely honest and good party with good intentions for the USA, it would be completely fine if TU2RU boycotted you.

@Vijalob: The funding for the program was originally passed to only meet the demand of level 25-29 (div 2). So, I'm assuming that the funding was changed to include Div1 as well, but the form hasn't been changed yet.

@Vijalob and xy2set: To be clear you do have to be in Division 2 (level 25 to 29) to get tanks from this program (as well as the other requirements listed above)

D2 is referring to the division of players between level 25-29.
To add to my fellow eMericans point, there's a simple solution to fixing this. GTFO of our country and go someplace that you'll get tanks.

1) Somebody elects a player they can grant citizenship, nothing illegal about it the game allows it.
but
2) Somebody has tanks and they want to give them away, they can give them to anybody. If they do no like somebody just for made up game rules there is no reason they need to give them tanks.
Me I have spare tanks my rules say they go only to pro-Eden players
