[DMV4CP] Domestic Agenda: Activity, Activity, Activity!

Good morning Canada, today I will be presenting my domestic agenda for the month of May. The War on Apathy starts with an aggressive domestic platform and will be capped off by a bold foreign affairs agenda that I will announce in my next article. This month will be all about activity on the domestic side and some new programs to help Canadians recover from our costly war efforts.
Executive Internship Program
One of the major goals of my Presidency is to make the government accessible to more people and to get newer players involved in the government and more active within the community. In order to make that goal a reality I will be launching the Executive Internship Program to help get any player interested in working for the government involved. Players who sign up for the program will be given work in their desired field with the opportunity to earn a deputy position in their department after proving their desire to work and their abilities to complete the work given to them. Interns will also be provided with mentorship from cabinet members that will hopefully provide them with information on how to become more influential in eCanadian politics and help them get more involved.
Contests and Goodies
The theme of my domestic agenda is activity, with this in mind I plan on launching contests and giving incentives for players who get active in the community at large. The first of these contests will be a writing contest with a weekly prize of 10 gold given away to players who contribute to media. All non-government related articles written each will be automatically nominated for this contest. The winner of the contest will receive 5 gold, second place will receive 3 gold, and third place will receive two gold. Since the Presidential term begins on a Tuesday next month the contest will run from Tuesday to Monday with a nomination article put up the Tuesday following the contest for all citizens of eCanada eligible to vote. Voting will end at day change on Thursday. So start writing and have some fun eCanada!
Battle Orders are an extremely important part of fighting a war effectively. It is for that reason we will be offering 5 Q7 weapons daily to every eCanadian citizen who votes and comments on our daily battle orders for as long as we’re at war with the eUS.
The final contest for the month of may will be a Comment Contest. You know how you see a comment that makes you laugh or just fits a situation so perfectly you can’t help but vote for it? Well now when you vote for an article comment you may help someone win a prize. each week in coordination with the article contest the Ministry of Internal Affairs will also be going through articles and finding the comments with the most votes and selecting the three with the most votes to win prizes. In the case of a tie the winners will be picked at random from the qualifying comments. The prizes for this contest will vary from week to week, but remember all media comments are eligible even comments trolling your President.

Education
We have seen a slow influx of new accounts lately and some of them are willing to become active and involved, but they simply do not know how. With this mind I will be pushing a strong education agenda, through media, the parties, and Military Units. Upon taking office I will work hard to coordinate between all entities that are currently working with new players to devise programs aimed at helping new players invest in their accounts in ways that are beneficial to them and the nation moving forward, programs like the Executive Internship Program that help them get involved, and mentorship programs to help them find friends in military units and parties that best fit their interests.
Media
Media is by far the easiest part of being President for me, I enjoy publishing article and I will be communicating with the people of eCanada on a regular basis. On top of regular communication by me, I will be focused on making sure that the people are receiving regular updates from the Ministries under my command as well. Each Minister will be expected to provide a weekly update to the people of Canada on their particular department through the media. The only exception to this will be the Ministry of Defense which will be required to keep updated battle orders as they change which could be several times a day.
In order to help with my media agenda I will also be employing a Minister of Propaganda who will be in charge of keeping eCanada up to date on the work of the government and for doing war reporting to keep eCanadians informed and fighting hard in our key battles. I’m happy to say I have picked someone for this position who enjoys media as much as I do.
War Bonds
My government will still be accepting direct donations for the war effort to fund COs and for weapons for supplying when necessary, however to encourage investment I will be directing my Treasury Minister to issue Victory Bonds that will guarantee repayment of funds lent to the government to help with the war. The War bonds will generate interest, and will reach full maturity after we have liberated regions for an in-game Congress to liquidate our gold reserves to pay back the loans.
Meta-Congress
In order to legitimize the War Bonds and to pass a budget to spend the money generated by these bonds my first act as President will be to sign an executive order installing a meta-Congress. Unlike the shadow Congress that was attempted the Meta-Congress will have all the rights and privileges afforded to Congress by our Constitution excluding the in-game features. In order for the Meta-Congress to work I will be asking each Top Five Party President to submit a list of 5 active party members to act as representatives for their party. I will also be asking each Party President of the 6th through 10th parties to submit one candidate to be a representative for their party. Party Presidents will have until the end of the day on the 6th to submit their representatives. I will ask that members of the cabinet be excluded from your Congressional Representatives unless absolutely necessary to fill your quota so as to allow all those who might wish to participate a chance to do so. In the event that a party is unable or unwilling to submit their full delegation of representatives the vacancies will be filled by other parties based on party population. For example if there are three vacancies available each of the top three parties would receive an additional representative unless the vacancy was derived from their party.
It is my hope that my domestic agenda will help induce a greater level of activity in eCanada and as a result help us fight our enemies more effectively so that we might be able to offer greater help to our allies in the future. This platform is my hope that together we can help build eCanada into the great nation I know it can be. I promise to do my part to make eCanada stronger and to push my cabinet to do the same. All I ask is that each and every one of you pitch in and work with us to make eCanada into something we can all benefit from.

Like America doesn't do the same through such programs as the BU2SU, Personal Missions run by the DoE and other such programs...
America is a country with social welfare programs. It is not an individual player.
Believe both of those are run by individuals outside the present government, the only difference I see is that several Americans are doing it whereas only one Canadian is at present running a 'social welfare program; personally I hope to see more Canadians kicking in....
One is the action of a State the other the action of an individual. And yes, before you ask, those are different.

I do not pay attention to those things nowadays but programs like that used to receive funding from tax revenue. Are you saying they do not? They should.
Last I heard they did not receive government funding. They like the PMUs who refused funding didn't like the strings attached. Also agree that like ORP they should be receiving funding no strings attached.
Well, based on the budget discussion from last month it is a government program although its funding remains donations based. Yet the DoI seemed to want a line item in the budget.
So, in general it appears to be a government program and not similar to a completely private thing.
You are in congress I think. So you could suggest adding a line in the budget.

So your plan is to drain funds from our treasury (should we ever get it back), and to provide us with a mock congress. I imagine you were so busy with your PTO attempts and whatnot that you missed what happened when we tried the mock congress thing just weeks ago.

The sheer stupidity of your comment merits a second rebuttal.
Let us say you saw someone walking around punching babies. He tells you he is about to punch a baby, and then, by God, he punches a baby right in front of you. Then he informs you that he intends to punch many babies, and he walks around making punching gestures. Then, all of a sudden, he pulls out a wad of cash and throws it up into the air, telling everyone he wants to work in a nursery. Suddenly everyone around you starts calling him a savior and a hero. But you know this to be absurd, because you saw him punch a baby, and he has made his intentions to punch other babies plain. And now people are handing him job applications to put him in a place with many babies.
Do you a) trust this sudden reversal of character and agree with everyone else that he is a wonderful person who would never punch a baby, even though you clearly saw him do it, or b) inform people that they are making an idiotic mistake by allowing the baby-puncher into a baby-filled room, and also supplying him with tape to wrap his fists, and metal weights to strap around his knuckles?
If you want to be a bought-and-paid-for stooge, by all means keep supporting the baby-puncher. I don't want to see my country brought to ruin by a KNOWN TRAITOR, so I will oppose him at every step.

Looks like you have some good ideas. Until I got to the meta congress. While I think it is a good idea, I'm afraid there are two items that will prevent much success. To be brief (as I really must leave), haters and apathy. It is still worth a go and there is a board that's been created on the forum. Wouldn't hurt to try friending everyone interested and starting a group PM.

"Meta-Congress" will have no real power, and nothing they pass will be legitimate.
If you sell bonds based on an assumption that a future Congress will approve liquidating Gold to pay them back you should be ready to cover those costs out of your own pocket, because there's a good chance that real Congress won't do what you want.
Well if a real Congress isn't going to pay the nation's debt then we probably shouldn't bother liberating ourselves because no one would ever be willing to help us again. We need an influx of funds if the war effort is to be successful so the idea with a Meta-Congress is to see if Canadian agree with the plan. The fact is without funds to push a war we might as well lay down and just let the Americans continue to kick us repeatedly until we stop breathing.
If only you had some sort of fundraising program set up, like a World War era bond system or something. Oh well. Maybe next time.
I don't think we should spend more on the war. We've already been bankrupted enough. That's why I'm an advocate for a politician this Presidential term and not someone that is looking to intensify the war effort.
So what? We surrender and allow American victory over us? And who's to say that diplomacy can't be done simultaneously, along with warfare?
Muglack, here is the issue I have with that. I am willing to make peace but on our terms not theirs. Their demands up until now have been unreasonable and if they continue to be unreasonable we have to be fully prepared to continue to not only fight this war but we have to be prepared to win it. In order to win it we need funds and a good deal of them. Bullies understand nothing except fighting back. Now I understand your issue with a non-MDP war President. Let's be honest if I'm successful where MDP was not the MILITARY Dictatorship Party starts to look ineffective.

I have no doubt you would paper the congress - real or imaginary - with your own paid stooges, so Muglack's concern seems somewhat unfounded. With any other candidate, these concerns would be legitimate, but Muglack forgets that you are perfectly willing to bribe everyone out of your own pocket for self-edification.
We fought back. The world fought back with us. We took back a decent number of territories. Then when our allies attention shifted elsewhere we were wiped.
If you think I care what party you're in, or which logo is under the guy on the ballot who happens to get us back on the map for any sort of extended period of time then you don't know me half as well as you think you do.
Military action isn't what's gonna get us back on the map. Especially not eCanadian military action. The eUS has more money, more people, and more tanks. This is exactly what we faced during the Spanish wipe, we threw money into a bottomless pit, and it served no purpose long term.
You can call every Credit Card company on earth and tell them to get ready to process some serious gold buying, and it won't make a lick of difference because the eUS will just counter, and they have more people to spread the bills around.
And just so you're aware, my original comment wasn't meant to be adversarial. I was simply letting you know (since I've been through these types of situations a time or two and you haven't) that a "Mock" or "Meta" Congress's decisions won't be recognized when we get a legitimate Congress so if you're gonna issue "War Bonds" based on their approval you should be prepared to pay the Bonds off out of your own pocket because there's a chance the real Congress won't.
Well then we'll have to ensure anything Congress elected understands their duty to honor our nation's debts. If they don't I can guarantee no one would lift a finger to helpn us again.

What I find most intriguing is that you make these - clearly correct - statements without the slightest shred of evidence. This amazes me, and I would love to interview you for my paper.
Sadly, though, this is impossible, for I try to stay away from representing fiction as fact in my contributions to media. There has been no slander. My position is based on evidence I have seen with my own eyes. It is not unreasonable to expect that a person who commits a certain type of act will commit that same act again when the same type of situation occurs.

DMV3 is not a clown. Outside of a few clowns in some shock-rock metal-rap/horror bands, most clowns are generally harmless.
