[CONGRESS] Frerk as Chairman of Congress

Dear citizens,

Frerk has been elected as Chairman of Congress. Starting immediately, he will be the official spokesperson on behalf of the UNL Congress, and he will monitor the debates and votes going on. He has been Deputy Chairman the last two mandates, and he has been (and is) active in a lot of jobs in UNL for a long time, so I'm convinced he'll do great as Chairman. Please join me in wishing Frerk the best for this mandate!

This means I'm hereby signing off as Chairman, but I would like to make one last call to all citizens and congress members:

- Congress members, especially newly elected congress members, please make sure to read the "laws" we have on the forums. The complete "law book" can be found here. Please at least read Chapter 3 of the Congress Rules to know how the debates and votes are intended to go. For example, please have the decency to raise a debate 24 hours before raising a vote (both on the forum and in-game). This will enable a good exchange of thoughts and experiences, and will prove to be the most fun part of being in Congress. Don't let you election consist only of getting a medal and treasure map, but do something for the people who voted on you!. Be active. Participate. Vote.
- Citizens, please stay informed and participate in the Congress Debate section. We have the unique situation that you can speak up in Congress just like any congress member. Also for you, this interaction will prove to be the most fun part of being an eRepublik player.

If you haven't done it yet, sign up for the forum and join IRC from time to time. You can find information on how to do this in this article, published a while ago by the Ministry of Media (former Ministry of Interior and Information).

As a late note, I want to apologize that the reports I set up lasted only for one and a half mandate, as I couldn't find the time to write any in the last half mandate. However, I hope you still have been following what's going on in UNL on the forums. Stay tuned!
