It is a very good feature if implemented. It will make the game more fun. About merging with Bulgaria no.
Never loose your identity, for it is what makes you distinct.

This will add some strategy into this strategyless game 😃
For eIndia to merge with eBulgaria, eBulgaria needs to occupy all the regions of eIndia, which is not possible in the current scenario.
We might have to willfully capitulate to either Croatia or Thailand 😛
