Habrán visto en las últimas horas una lluvia de propaganda, de ataques y contrataques en las que nada se decía claro. Vieron a los miembros de mi candidatura, pero no nuestras propuestas. Por parte de UFC, conocido ya su oscurantismo, me atrevo a vaticinar que no darán cuenta a la ciudadanía de sus intenciones en el caso de gobernar. En cualquier caso, les recuerdo a los miembros de mi candidatura y después, les transmitiré nuestro programa.

You must have seen a barrage of propaganda, attacks and contraattacks in which nothing was said clearly in the last hours. You knews the members of my candidacy, but not our proposals. From the UFC side, taking into account their obscurantism, I dare to predict that they will not tell to the citizens of Cuba anything about their intentions in the case they rule the country. In any case, I would remind you the members of my candidacy and then I will give you our Government program.

UN PROGRAMA PARA CUBA
A GOVERNMENT PLAN FOR CUBA

Si tuviese que resumir todo el programa en tres palabras, diría que las elegidas son: democratización, orden y progreso. Espero que les transmitan a ustedes las mismas sensaciones que a mí.
If I had to sum up the entire program in three words, I would say that the chosen would be: democratization, order and progress. I hope that they transmit to you the same sensations that they do to me.

• Programa para Exteriores. Foreing affairs plans.
Como dije en su momento, subyugo todas las grandes decisiones de Exteriores a la voluntad general del pueblo cubano, en la que trataré de tener en cuenta el sentir y los deseos de todos.
No obstante, y tras los resultados -parciales, aún- que muestran una clara neutralidad latinoamericanista, esta será la senda principal seguida por el Gobierno.
Pondré todas mis energías en establecer un sistema permanente de embajadas activas, de ámbito regional; así como para encontrar portavoces en otros países que puedan transmitir en el exterior las palabras de amistad y solidaridad que pretendemos transmitir desde Cuba.
As I said before, I subjugate all big decisions to the general will of the Cuban people, in which I will try to take into account the feelings of you all. However, and after the partial results that show a latinoamerican neutrality, this will be the main path followed by the Government.
I will cooperate with all my energies in establishing a permanent system of active, regional embassies; as well as to find spokesmen in other countries who could transmit outside Cuba our words of friendship and solidarity.

• Programa para Defensa. Defense plans.
En primer lugar, me gustaría acometer la reforma de las Fuerzas Armadas Cubanas. Si bien se encontrarán bajo amparo directo de mi Gobierno en particular, tal y como mandan sus actuales Estatutos, se pretende que funcionen como un ente independiente, con su propia estructura y cadena de mando, elegida por sus propios miembros.
Además, se establecerá un sistema nacional de milicias, a las que subvencionará, parcialmente y en la medida que nuestras finanzas lo permitan, el daño efectivo hecho por Cuba y sus aliados, así como se hará uso de ellas para pagos de Órdenes de Combate.
Por último, se patrocinará el apoyo de nuestro país a sus aliados por medio de pegadas públicas subvencionadas, total o parcialmente, por el Gobierno.
First of all, I would like to undertake the reform of the Fuerzas Armadas Cubanas. Although they will be under direct ruling of my Government , as they send their current statutes, we will intend to turn them into an independent entity, with its own structure and command chain, chosen by its own members.
In addition, a national system of militias, which State will subsidize, partially and as much as our finances will permit, the effective damage done by Cuba and its allies, as well as use them for payments for combat orders.
Last, we will be sponsorting our country's support for our allies by public supplies done, wholly or partly, by the Government.

• Programa para Economía. Economy plans
La primera labor del ministerio de Economía será regularizar las cuentas. No es de recibo que hasta la fecha se haya trabajado de espaldas al pueblo. Todos los movimientos y trasvases de dinero serán rigurosamente hechos públicos en documentos de transparencia accesibles a cualquier ciudadano, así como las compras y ventas de material que puedan ser realizadas con fondos públicos.
Además, se elaborarán unos presupuestos de previsión, obviamente, con no pocos errores, pero que puedan ser indicativos y referentes a la hora de planificar nuestros gastos y establecer las prioridades necesarias.
The first task of the Ministry of Economy will be to regularise the accounts. It is not acceptable that so far Government has worked with their accounts backs to the people. All movements and transfers of money will be rigorously made public transparencely, also documents will be accessible for every citizen, as well as purchases and sales of material that could be done with public funds.
Also a forecast budget will be developed, obviously, with quite a few errors, but it may be indicative and a reference for planning our expenses and establish the necessary economical priorities.

• Programa para Interior. Household plans
La única labor de este ministerio será buscar la disolución de las trincheras en Cuba. Para ello, su cometido es lograr que UFC claudique y se desintegre, para así pueda hacer lo mismo nuestra coalición. El plan será, que, tras la desaparición de los dos bloques, todos los partidos que no tienen una ideología definida se definan bajo identidades políticas, y no étnicas. Todos los partidos de igual o similar orientación deberán unirse en un sólo, y aquellos de orientación diferente no podrán organizarse en pactos.
De esta forma, nunca más volverá a haber en Cuba dos bandos enfrentados ni existirán partidos étnicos. Un comité paritario velará por el cumplimiento de estas normas y, en caso de unos partidos las incumpliesen, todos los demás tendrán obligación de unirse contra ellos.
The unique work of this Ministry is to seek the dissolution of the trenches in Cuba. Its mission is to achieve that UFC will lastingly and disintegrates, so our coalition can do the same. The plan is that, after the disappearance of the two blocks, all parties which do not have a defined ideology will be defined under political and not ethnic identities. All matches of the same or similar orientation must unite in an only party, and those of different orientation can not organize in covenants.
In this way, never again will return to have two opposing ethnic sides in Cuba. A Joint Committee shall ensure the compliance with these standards and, in the case of a few parties failed them, all the others will have obligation to unite against them.

• Programa para Educación y Cultura. Education and Leisure plan
El ministro de Educación tendrá el deber de asegurar el acceso de los novatos a guías y ayudas del Estado. Además, buscará la adhesión de Cuba a los tratados internacionales de ayuda a nuevos jugadores. Finalmente, organizará y fomentará un babyboom en Cuba, así como la promoción de Cuba en aquellos países de eRepublik donde puedan localizarse cubanos VR, susceptibles de acudir al país.
En cuanto al ministro de Cultura, se encargará de organizar campeonatos en juegos como Atwar y Haxball, así como timbas de poker y concursos artísticos con suculentos premios.
The Minister of Education will have the duty to ensure that noobs have the necesary guides and the State aid. In addition, he will seek the accession of Cuba to the international treaties for helping new players. Finally, he will organize and promote a babyboom in Cuba, as well as the promotion of Cuba in those countries in eRepublik where RL Cubans can be located.
The Minister of Culture is responsible for organising championships in games like Atwar and Haxball, as well as poker and art contests with succulent prizes.

• Programa de Comunicación. Communication plan
Adquiero, como compromiso personal, dar cuentas a la ciudadanía de la actividad de todos los ministerios, así como de la propia actividad del gabinete presidencial, como mínimo, semanalmente.
Igualmente, me comprometo a respetar la Constitución de Cuba que sea aprobada, a someterla a conocimiento de todos los cubanos, incluídos aquellos que no participan en el foro; a respetar el poder soberano de los ciudadanos y su derecho colectivo a decidir el destino del país, incluso por encima de mis razones u objetivos. Entiendo que seré elegido no con una carta blanca para gobernar sino con unas órdenes claras y el deber de dar cuenta a mi más inmediato superior, el Pueblo de Cuba.
I get as personal commitment informing Cuban citizens about the activities of all ministries, as well as the activity of the President's Cabinet, at a minimum, weekly.
Also, I pledge to respect the Constitution of Cuba when it is adopted, and to submit it to the knowledge of all Cubans, including those which not participate in the Forum. I swear to respect the sovereign power of the citizens and their collective right to decide the fate of the country, even above my reasons or objectives. I understand that I will be chosen not with a carte blanche to rule the country, but with a clear orders and the duty to be lotal to my immediate superior, the people of Cuba.
