The Economist ~ Spite for CP: Policy overview

Dear friends,
I said in my first article that I didn’t intend to have fixed policies, but rather general aims and goals. That holds true- I believe that change is all about negotiation, and changes to policy is not something I can unilaterally implement. All stakeholders including congress, party leaders, military unit commanders and of course the voting public have input into that negotiation.
However, over the last few weeks we have been brainstorming to think about new ideas and policies that could help the eUK, and reviewing a few already in place. I can’t promise all of these ideas will be implemente

Taxation
Generally the purpose of taxation is to pay for MPPs and government expenditure. Beyond that, the money is kept aside as a ‘rainy day’ fund. The UK now has quite a significant reserve, or at least significant for a country our size. Rising wages have pushed up the ‘average wage’, which has in turn increased work taxes.
This article explains how work taxes work in more detail. Generally, work taxes should be between 6-10 currency per ‘work’ in order to incentivise players. Currently the eUK average wage is 428.6, meaning with a 3% rate you pay 12.84 per work. Since we are operating comfortably within our means, I will recommend lowering work tax to 2% to compensate for this rise in average wage. This will put us back to where we were in March in terms of national income. I also recommend this is re-assessed on a monthly basis.
New Player schemes
New Player Fridays to be continued, this time managed by the Ministry of Home Affairs instead of James personally. This will hopefully provide some continuity of service, as when these schemes rely on individuals that makes them very precarious when those people leave.
Ministry of Defence rank up schemes will also be continued, again this will be advertised in the MoD articles and the rewards will be paid by the MoD or their deputies.
The third part of the triumvirate of new player support would be some kind of free food scheme for new players, under MoHA leadership. Proposals for how this could be done have include

Based on XP/level up
This is something the new MoHA will be working on as part of their remit and the exact plan is not finalised as of yet.
Companies for missions: some new player missions require companies in order to complete them. This is a waste of gold for new players who should be saving to upgrade their free training grounds. In future the government will sell new players a company, who can then sell it back when they’ve completed the mission and get their gold back.
Military policy
The consensus was that a direct war is not something anyone is particularly keen for, and that reflects the opinions I’ve seen from other parties in the national feed as well. Any direct war would likely involve spending a great deal of money, for little long term gain. If necessary I will take the country to war, but only if it is absolutely the last resort or we have some huge and almost guaranteed benefit from it.
Otherwise we will be continuing our TW program. Being a fairly nice and stable bunch we always have options for training wars, but generally one at a time is sufficient so we won’t be opening any additional TW wars either at home or abroad unless our current one is closed.
There is also an agreement that the eUK is roughly divided into two tribes currently:
Older, stronger accounts good for ground damage
Younger, weaker accounts good for air damage
Given that ¾ of battles are ground battles, we need to think of ways to focus new players on air damage. Naturally we have RAF which is specifically focused on air damage, but ultimately this is James’ MU not a government one. My feeling is that all MU’s should direct their younger members to fight in the air, and reward them for doing so. I would welcome ideas on how to encourage MUs to promote air fighting for their younger players, and how MUs might incentivise their young players to fight smart. The main creative role of the MoD this term will be thinking about and trialling different ways to do that, in conjunction with our MUs.
Cabinet
I have not yet finalised my cabinet, but I’ve had a lot of people (both old and new) apply. If you’re an older player who wants to help out (and will actually work) or a new player who wants to learn the ropes, please feel free to drop me a PM or find me on discord.
As I said in the last article, the more people we have, the more we can do as a country. The more active we are as a group, the more new players we can retain. And the more new players we retain, the more damage we can do now- and months down the line when those players reach their full potential.
Conclusions
I would like to thank everyone who has supported me so far, and all those who have written to me or about me coming up to the election. I’m glad at least that there has been some debate and interest in eUK democracy, even if some of the comments have been negative. I want to reiterate here that regardless of your past opinion of me, I am always happy to listen and be proven wrong. I am always happy to try a new idea if you have something positive to contribute. Please do give me your ideas, suggestions and feedback.
Tomorrow is election day and I’ll ask one more time for your vote. I am not standing as a TUP candidate, or a WRP candidate, but as a national candidate. If elected I will be effectively starting an entirely new slate with everyone and doing my best to make the eUK a better, stronger country.

I am happy to go to war if that's what people want, but I've heard no British citizen saying so.
Real wars stimulate activity and bring the community together against a common enemy.
TWs are boring as shit and give no-one an incentive to do anything more than two click to pick up the odd TP and BH medal.
He will decrease tax for 1% and continue the TW. Not saying that there is much else to do, but being that the guy presented himself as the saviour of the eUK, could have had just jamesw again as CP...
I'm not the saviour of anything. I never portrayed myself in an angelic cast. If I manage to do everything James did and give some new people some experience at the same time I'll call that a victory, since James is the best CP we've had in years.

Read the national feed. I asked about it and I was told that a war was not something people wanted. James asked as well.

wut? I've scrolled through 15 days worth of national feed and all I managed to dig up is something where you said you'd be worried about starting a real war if you weren't assured that Alfa would fight for us, while about 3 people were going on about how TWs are horrendously boring.
Have you got your feeds confused?

I would consider reducing to 1% once we see how our revenues drop at 2%.
Yes I'd fund our policies with government money. I think they're essential services and the CP role shouldn't only be rich people who can afford to pay for everything. New player schemes in total would be 3-4 days income at a 2% tax rate. Hardly breaking the bank, and as you say there's plenty of money.
I wouldn't run communes, I'd just make sure they were paid market wage and use it to track activity - and like i said it was just an idea, personally I think the hard worker medal idea is the better option out of those listed.
Companies for sale - yes it is, but then they end up with a worthless Q1 weapon company. This means everyone can benefit at no cost.
Military policy - in terms of war you're right. I won't be starting any wars. We do have other aspects to military policy such as TWs and rank up rewards. The MoD might have some more ideas when they come in too.
Cabinet - I've been in government many times, and it's not pointless at all. A CP can't do everything without making the game a job, which I'm not going to do. It also let's people experience part of the CP role which means when they run in future they know what to do.
There's more to the game than pushing buttons, else you wouldn't care enough to comment - since you know full well I'm capable of doing that.

Taxation is always very much congress' remit, fine to recommend something good but putting a simple out-his-hands recommendation as a main manifesto point is a bit much. Power grab is perhaps the wrong word.

WRP is a somewhat curious supporter and I'm thankful I'm not associated with that decision, but I have a feeling it has a lot to do with your unfinished cabinet.
