Referendums

The idea of referendums was first introduced in the last congress term. The first vote failed. I then created my own version of the proposal (below). It still failed. I want to know what the general community thinks of this idea. If this is not seen as a good idea, I will drop the subject. If it is a good idea, I will push on with this idea. If you do support it, I would suggest that you let congress know.


Section I: This referendum shall be a citizen-led initiative that cannot be proposed by a the Congressman that initally started the proposal in congress. Only "role play" proposals shall be subject to a referendum. The proposed legislation must be posted in the "Legislative Branch" forum, along with the intent on seeking a Referendum on the issue.

Section II: The proposal must then be posted in-game, in the newspaper of the sponsoring citizen, with a link to the legislation on the eCanada forums. The proposal must get at least 100 supporters within 72 hours from the start of the original proposal. Each supporter would make clear their support of the initiative, by sending a in-game PM to an org that will be selected by the Chief Justice, with something such as, "I support a referendum on this issue."

Section III: It is the responsibility of the Supreme Court to confirm both the number of supporters, and the Canadian citizenship of each of those supporters, and if the requirments are met, the Supreme Courts Chief Justice's will then certify the Referendum. The vote should be started within a 24 hour window which will start as soon as the 72 hours supporter period is over.

Section IV: After the Chief Justice has approved of the referendum, it will go to a vote. All votes will be sent to the same org as above, which the Chief Justice has already chosen. There will a minimum of 2 people with access to this org to prevent tampering.

Section V: This vote will be open for 72 hours. To pass, the referendum must receive a minimum of 150 votes for the affirmative and a simple majority. The Justices of the Supreme Court of Canada shall be responsible for counting the votes. Each justice shall count the votes, and then cross-reference the results with the other justices. If there are any inconsistencies between their results, the President shall tally the votes. The presidents count shall be deemed correct.

Section VI: Only Canadian citizens will be allowed to vote in a referendum. The court will be responsible for ensuring that only Canadian citizens vote.

Section VII: Referendums may only be used on passed or denied proposals and motions from Congress. A referendum may not be used to create a new law that has not yet gone through congress.

Section VIII: Should a proposal fail to get the requried support (Section II), or should it fail to pass the vote (Section V), there must be 60 days (which will start as soon as the proposal failed) before similar legislation may start the process of a referendum.
