Reason 1453 why this game sucks

So yesterday I went for a battle hero medal. This means fighting guerrilla, what I do not do very often lately.
After fighting through the standard 5 Romanians and one very strong Croatian(sometimes Chinese) guy, I got a guy with 0 fights and (if I remember right) 6 strength.
I did not want to kill the guy, as he is just a beginner. So I have 3 shots at him with my trusty rifle, and retreated to 900 meters.
So he started shooting with his pistol. From 900 meters, he got an ~80% hit rate, until I had enough and killed him of with a sniper.
Now really, how in hell can this happen? Ok, I understand that newbies need some protection. but this is a joke. What if that guy had some idea what he was doing? How is this fair towards somebody playing this game almost 5 years now?
