Payments made based on damage done and rank points gained in the MU

@Sm333za - as explained to the last MU that started off, we need two weeks' worth of data in order to COMPARE data. They will be included in the calculation in two weeks, the same as http://www.erepublik.com/en/main/group-show/1983 will be included in the coming week's calculation.

Also, the model of pay outs needs to be discussed. It favours also currently rewards recruiting strong people as can be seen by Kommando's massive pay out this week.

I don't see any problem with my MU since we are recruting new people and we are dealing more damage than the small MU. 😉
