Here's a few countries that offered recognition to Kosovo, against serbian will:

5 Turkey [18] 18 February 2008
18 Poland [31] 26 February 2008
30 Hungary [43] 19 March 2008
50 Macedonia [63] 09 October 2008

However, on the 18th of February 2008, a joint session of the Romanian Parliament voted not to recognise Kosovo's independence by 357 to 27, with support from all parties, except one, UDMR. UDMR stands for The Democratic Hungarian Union of Romania who represent the hungarian minority in Romania.

Also, the President and the Prime Minister of Romania oppose recognition.
