Well, it seems that admins have tried to experiment with the shitty economy module of this game.
At first you'll think about how the economy module will look like.

I also did the same,
But then i tried to think the "ADMIN WAY" and tried to relate it with WAR MODULE.

The erepublik wiki clearly says that these are "able to be owned by a citizen to provide additional health."
By additional health means, additional damage in battles.

They tried to use economy module to encourage wars.
