An apology from the Minister of Information:

I would like to apologise on behalf of the Department of Information for not having this report out last Friday. IRL issues took up a lot of my time, and I only just realised that this report wasn’t finalised and posted yet. (It won’t happen again).

There will be another report out later this week, as well.

Defence Department Changes:

Minister of Defence srg91 has announced several changes to the Department of Defence structure. To begin with, he has named Cozza as the overall Marshall of the armed forces. Ben P has been named as Marshall of the Dropbears, and Garven Dreis has been named as Marshall of the AAR. As of yet, there is no ACUK Marshall.

EDIT: THE ACUK MARSHALL POSITION HAS BEEN FILLED. (Awaiting confirmation from srg91 and Cozza. Will post the ACUK Mashall in Gazette #10.

Department of Finance Update:

It is my duty to regrettably announce trouble that has occurred recently in the Department of Finance. Last week, a sum of money (believed to approximate 1,200 gold) was taking from the National Bank Of Australia. eAustralia’s appointed Inspector General, Xavier Griffith, has emailed Admin to help try and track down the thieves. We are still awaiting feedback from them. The Department of Information will keep you informed of further developments as soon as we know them ourselves.

September Budget:

The September budget is currently being voted upon by senate. Overall, the amount of spending proposed by this budget is somewhat less than previous budgets, as can be seen by comparing it to the August Budget and the July Budgets. The main reason for this is that cutbacks have had to be made due to the current lack of money that the eAustralian government has to work with to run the country. In particular, the Department of Information, Department of Foreign Affairs and the Department of Immigration, Customs and Security should be thanked for their lack of any budgetary proposals. The budget requests and the senate vote for each of these shall be mentioned in the next Information Report (due to be released in the next few days).

Sol Update:

Soon, Sol will have its very own newspaper. From here on, the eAustralian Department of Information will include a link to this newspaper in order so that you can keep up to date with the very latest in Sol Developments.

Q5 Hospital Update:

As many of you are aware, the building of the latest Q5 hospital has been built. Due to the recent setbacks with the National Bank of Australia though, we may not be able to implement it in Australia, and may be forced to sell it. This is one of the questions that is being put to the current senators as part of this months budget.

Senate Bills:

Q5 Weapons GFC Procurement Act:

A proposal was put forward by then Prime Minister Ranger Bob for eAustralia to procure a Q5 Weapons GFC.

The purpose of the bill would be to either create (or buy) a Q5 weapons company, that would be based in Tasmania, and would cost 390 gold (cheaper if one was bought on the market).

The intent of this government funded company (GFC) would be to stockpile Q5 weapons for use by the elite soldiers, the Dropbears, in defence of eAustralia, or, if there was enough stockpiled weapons to ensure that it would not interfere with our ability to defend ourselves, with our close allies (which would at this stage be most Sol nations).

There was two sections for senators to vote on in this bill. The first bit was whether or not to accept and have this bill enacted into eAustralian law, and the second was that this bill be accepted into the Military Structure and Logistics act . The first vote was passed in a vote of 21-2 (2 abstained). The second part was passed in a vote of 23-1 (1 abstained).

Sol Economic Co-operation Act:

The Sol Economic Co-operation Act was proposed by Senator Crazy Quilt Lady. This bill was aimed at being an amendment to the eAustralian RM Export Licence Loans Act from the previous month’s senators. It was intended to restrict the Export Licence Loans to companies that would export to Sol trade members, however, due to poor wording choices, a lot of senators could not understand the purpose of this bill.

This proposal failed in a vote of 2-14 (7 people abstained from voting).

The Australian Colonization Initiative:

The Australian Colonization Initiative was proposed by Senator Lord Rhindon. The intended aim of the proposal was to promote eAustralia, both in-game and the real world.

This bill was a controversial one for two reasons. First of all, as Senator Timeoin reported here under the eAustralian Parliament Process Act Senators are required to read and sign before being allowed to create proposals. However, it should be noted that had this red-tape not occurred, the numbers would still have been sufficient enough to reject the proposal. The second, possibly more significant reason for many voters voting against this bill was that the Responsibility “The responsibility of Head Director will originate with the founder of the Australian Colonization Initiative, the eAustralian Lord Rhindon”, which, to simplify into readable terms, would mean that Lord Rhindon would personally profit from any new RL players joining eAustralia.

This proposal was rejected by senate in a vote of 5-13 (4 abstained). The reasons for it being voted against it can be seen in the above paragraph.

Speaker Election Amendments:

This proposal was proposed by Senator Newt Gingrich. The aim of the bill was to Amend the Senate Protocol Act with regards to the Senate Speaker Elections. It was written in response to it being found that of the senators who were nominated originally for the senate speaker position, none were eligible.

There were two main amendments that were offered in this bill. The first of these was that the act be changed so that the Senate Speaker elections take place on the 26th and 27th of each month (after the new senators had been elected) rather than nominations taking place before the elections). The second alteration was to make it so that cabinet members who are either deputy ministers or apprentices would be eligible to run for the position of Senate Speaker or Deputy Senate speaker. The two amendments were to be voted into legislation together, or rejected together.

This bill was passed in a vote of 14-6 (1 abstained).

Senate Cooperation Act:

The Senate Cooperation Act was proposed by senator Corey Blake. The aim of this bill was to make Senators sign up for an area that was of interest to them (the options listed were Cultural Services, Finances, Military, Industry, and Foreign Affairs), and then to be assigned to work for that department to help out cabinet. Although on the surface, this bill would seem like a good thing, as some senators pointed out, it would force senators to work in the Cabinet, instead of them opting to do so. Under the Department Structure and Staff Bill from July, Senators have the option to join up to be a part of cabinet, and this would seemingly the new act would seemingly contradict this act, and hence, most senators saw the bill as unnecessary and pointless.

This bill was rejected in a vote of 1-22

OAA Ratification Amendment:

This proposal was presented by Prime Minister Ranger Bob. As per the Order of Australia Act , the Order of Australia Act Committee would vote upon which nominations the eAustralian public had suggested, would be put forward to senate to be inducted for the Order of Australia Medal. The nominations that were chosen by this committee were Srg91 (Order of Australia Officer), Corny-ratbag (Promotion to Grand Officer), and Cerridwen Voeland, (Direct Admission to the rank of Commander).

This proposal was unanimously accepted with a vote of 20-0.
