Congress Gold Donation

I will be short.

We have this tradition of donating gold earned from congress and CP medals to government treasury.

This will ensure that we refill the treasury to some extent.

I already donated gold with the last congress but I prefer to do it again now.

4.4k g already in treasury. I don't think we need to donate congress golds to the treasury.

My Points:

# We are not running out of golds in the treasury.
# We barely use the golds. Last time the tournament gave the 5k g reward. so it's better to use those first.
# Let the ppl use the gold to development. (upgrade TG,buying supply)
