Nun doch ein Nichtangriffspakt zwischen Argentinien und Brasilien

Lange hat es gedauert und endlich sind auch beide Seiten zur Einsicht gekommen. Argentinien und Brasilien haben nach langem Tauziehen und endlosen Diskussionen auf beiden Seiten nun doch noch einen Nichtangriffspakt geschlossen.

Wie beide Regierungen jetzt uebereinstimmend mitteilten, sieht das Abkommen vor, dass
1) Argentinien Brasilien zum NE erklaeren und die Region Nordbrasilien zurueckgewinnen wird;
2) anschliessend Brasilien Befreiungskriege eroeffnen und die Regionen Nordostbrasilien und Suedostbrasilien erhalten wird;
3) Argentinien Brasilien wiederum zum NE erklaeren wird, sollte Brasilien einen RW in einer anderen Region starten, solange der Vertrag gueltig ist. Argentinien wird dann Brasilien von der Karte fegen und Brasilien bekommt die zwei o.g. Regionen wieder mittels RW zurueck;
4) Punkt 3) nicht angewendet wird im Fall, sollte die einzige Region, ueber die Brasilien verfuegt, dem Land einen Kongress zusichern. In diesem Fall muss Brasilien nach Sicherung des Kongresses diese Region sofort zurueckgeben und RWs in Nordost- und Suedostbrasilien starten.
5) die brasilianische Regierung eine Garantie zur Einhaltung des Vertrags in Hoehe von 1000 Gold auf ein peruanisches oder chilenisches Konto einzahlt (was bereits geschehen ist http://prntscr.com/3ez5dz)
6) im Falle der Nichteinhaltung des Vertrags seitens Brasiliens der Betrag auf ein Konto der argentinischen Regierung uebergeht;
7) Brasilien fuer die die Dauer der Gueltigkeit des NAPs keinen Staat des Blockes CUAP (Kolumbien, Uruguay, Argentinien, Portugal) angreifen darf.

Der Vertrag wird zunaechst fuer die Dauer eines Monats gueltig sein und kann dann erneuert werden.

Die argentinische Regierung hat zudem ihre Bevoelkerung dazu aufgerufen, von der Eroeffnung von Befreiungskriegen abzusehen und nicht gegen Brasilien zu kaempfen. Eine weitere Verbesserung der Beziehungen zu Brasilien sei im Interesse Argentiniens. Zugleich wurde klargestellt, dass Brasilien sich zu Recht verteidigen koenne, sollte es durch eines der CUAP-Staaten grundlos angegriffen werden.



Mit dem Abschluss dieses Nichtangriffspaktes darf sich Brasilien nach acht Monaten wieder auf die Abhaltung von Kongresswahlen freuen. Die Bedingungen, zu denen dieser Vertrag jetzt zustande kam, sind jedoch fuer die Sambataenzer wesentlich schlechter ausgefallen, als es noch vor einigen Wochen oder Monaten moeglich gewesen waere.

Die Schuld daran traegt zunaechst einmal Brasilien selbst. Zu lange beharrte das Land auf einer Alles-oder-nichts-Position. Noch bevor es zu einer argentinisch-chilenischen Einigung im vergangenen November gekommen war, hatte Brasilien die Moeglichkeit gehabt, alle Regionen bis auf eine zu erhalten. Argentinien wollte die Region Rio Grande Do Sul nicht zurueckgeben, da sie als Bruecke zu den Kolonien in Suedafrika dient. Die Sambatenzer fuehlten sich jedoch in ihrem Stolz verletzt und lehnten das argentinische Angebot ab.

Ein weitere Moeglichkeit hatte es im Verlauf des ersten argentinisch-spanischen Krieges in diesem Jahr gegeben. Argentinien bot den Brasilianern zwei und die Option auf weitere Regionen sowie den Eintritt in den Suedamerika-Pakt an. Wiederum lehnt Brasilien ab. Das Land wollte mehr, konnte aber seine Forderungen auf dem Schlachtfeld nicht den noetigen Nachdruck verleihen. In allen Versuchen, den Gauchos in direkten Auseinandersetzungen oder in Befreiungskriegen Parolie zu bieten, waren die Brasilianer bis dahin gescheitert.

Letztendlich kamen die brasilianische Bevoelkerung und Regierung zur Einsicht, dass man Argentinien militaerisch einfach nicht gewachsen ist, und suchten wieder den Verhandlungstisch auf. Als die argentinische Regierung wiederum zwei Regionen anbot, nahm Brasilien an.

Doch nun spielte das Parlament der Gauchos nicht mit und lehnte die Vereinbarung ab. Die Kongressisten wollten angesichts leerer Staatskassen fuer den Fall eines Vertragsbruches vorsehen und setzten eine Garantiezahlung von 1000 Gold durch.

Verzweifelt, wie die Lage in Brasilien nun einmal war, die Stimmung mittlerweile auf dem Tiefstpunkt angekommen, das Selbstbewusstein in dem immerhin viertgroessten Land in Erepublik nach acht Monaten ohne Parlament zu stark angekratzt, blieb den Brasilianern nichts anderes uebrig, als anzunehmen.

Por fin un NAP entre Brasil y Argentina


Ha tomado bastante tiempo y finalmente llegaron a comprender ambos lados. Argentina y Brasil por fin han cerrado un pacto de no agresión después de un largo tira y afloja y discusiones interminables en ambos lados.

Como ambos gobiernos dijeron ahora, el acuerdo estipula que
1) Argentina declara NE a Brasil y recupera la región Norte de Brasil;
2) Brasil entonces abre guerras de liberación y recupará las regiones Noreste de Brasil y Sudeste de Brasil;
(3) Argentina volverá a declarar NE a Brasil, si Brasil empezara otra RW mientras el contrato es valido. Luego Argentina borrerá a Brasil devolverá las dos regiones mediante RWs;
4) la clausula 3) no se aplicará en el caso, si la única región que Brasil tendrá,l le asegure un congreso al país. En este caso, Brasil debe devolver inmediatamente a esta región después de asegurar el congreso y empezar RWs en las regiones Noreste y Sudeste de Brasil;
5) el gobierno brasileño garantizará que se cumple con el contrato con el deposito de 1000 oro una cuenta peruano o chileno (suma que ya fue transferida http://prntscr.com/3ez5dz);
(6) en el caso de incumplimiento del tratado por parte de Brasil el deposito pase a una cuenta del gobierno argentino;
(7) Brasil no atacará durante el tiempo de validez del contrato ningun pais del bloque CUAP
(Argentina, Colombia, Uruguay, Portugal);

El acuerdo es valido por la duración de un mes y luego podrá ser renovado.

El gobierno argentino ha pedido también a su pueblo que se abstenga de aperturas de guerras de liberación y que no pelee discriminadamente en contra de Brasil. La intención de Argentina sera una mejora de las relaciones con Brasil. Al mismo tiempo dejó claro que Brasil acertadamente puede defenderse si es atacado deliberadamente por uno de los estados CUAP.



Con la finalización de este pacto de Brasil puede mirar adelante otra vez hacia la celebración de elecciones parlamentarios después de estar ocho meses sin congreso. Las condiciones con cuales fue suscrito el este pacto, sin embargo son peores que antes hace unos semanas o meses hubiera sido posible.

La culpa la tiene Brasil en primer lugar. Demasiado tiempo, el país insistió en una posición de todo o nada. Incluso antes de que se hubiera llegado a un acuerdo chileno-argentino en noviembre pasado, Brasil había tenido la oportunidad de todas las regiones excepto uno. Argentina solamente no queria devolver la region Rio Grande do Sul, porque sirve como un puente a las colonias en África del sur. Los bailarines de samba se sentián herido en su orgullo y rechazaron la oferta de Argentina.

Otra posibilidad existió en el curso de la primera guerra entre España e Argentina en este año. Argentina ofreció a los brasileños primero dos y la opción a otras regiones, así como la entrada en el Pacto Sudamericano. A su vez, Brasil rechaza. El país quería más, pero no podría poner el enfasis necesario para sus demandas en el campo de batalla. Y hasta entonces cualquier intento de enfrentar a los Gauchos en guerras directas o en guerras de reistencia había fallado.

Finalmente llegaron el gobierno y el pueblo brasileño a la conclusión de que simplemente no podían luchar contra y volviieron a buscar la mesa de negociaciones. Cuando el gobierno argentino ofreció a su vez dos regiones, Brasil accepta.
Pero ahora el parlamento de los Gauchos rechaza el acuerdo. Los congressistas querían con miras a las arcas del estado vacias prever para el caso de un incumplimiento del contrato y aseguraron el pago de garantía de 1000 oro.

Desesperado, como era la situación en Brasil, con el estado de animo en el suelo y la conciencia en si misma perdida, al cuarto pais mas grande de Erepublik no le quedó otra que acceptar.

Finally a NAP between Brazil and Argentina


It took a long time, but finally both sides came to an understanding. Argentina and Brazil have closed a non-aggression pact now after a long tug of war and endless discussions on both sides.

As both Governments told now, the agreement stipulates that
1) Argentina declares NE on Brazil and get back the region of Northern Brazil;
2) Brazil then will open liberation wars and will recuperate North East of Brazil and South East of Brazil;
(3) Argentina will declare NE on Brazil in the case Brazil should start a RW in another region, as long as the contract is valid. Argentina will then sweep from Brazil and Brazil will get back the two above mentioned regions by the means of RW;
4) point 3) will not used in the case, should the only region in posession of Brazil securing Brazil a Congress. In this case, Brazil must immediately return this region after securing the Congress and start RW in Northeast and Southeast of Brazil;
5) the Brazilian Government guarantees to comply with the contract with the amount of 1000 gold that should be deposited on a Peruvian or Chilean account (what Brazil already has done (http://prntscr.com/3ez5dz);
6) in the case of non-compliance of the Treaty by Brazil the amount will be transferred on an account of the Argentine Government;
(7) During the time the contract is valid, Brazil won´t any state of the block of CUAP (Argentina, Colombia, Uruguay, Portugal)

The contract will initially be valid for a period of one month and maybe renewed.

The Argentine Government also has called on its citizens to stay away from opening of wars of liberation and not to fight against Brazil. A further improvement of the relations with Brazil would be in the interest of Argentina, it says At the same time it was made clear that Brazil can rightly defend itsself if it should be attacked for no reasons by one of the CUAP States.



With the completion of this Pact Brazil can look forward again on congress elections after eight months without having a parliament. The conditions to which this contract now was closed, are much worse for the Samba dancers, as it would have been possible before some weeks or months.

The country wanted more, but it couldn´t give the necessary emphasis to its demands on the battlefield. Eventually the brazilian people and government came to the conclusion that one military simply couldn´t stay up against the gauchos and went back to the negotiating table. When the Argentine Government in turn offered two regions, Brazil adopted.

But now the Parliament of the Gauchos didn´t agree and rejected the contract. The congressmen wanted to provide for the case of a breach of the contract in the face of an empty state treasury and secured the guarantee payment of 1000 gold.

Desperately, as was the situation in Brazil now, and the mood of the people on the lowest point, with self-confidence of the fourth-largest country in Erepublik scratched too much after eight months without Parliament, the Brazilians had no other choice than taking that offer.
