[MoFA] Canada-Portugal Training War

Hello eCanadians

In case anyone is unaware, this recent Natural Enemy law proposed against Portugal is due to both countries deciding to renew our training war.

The previous training war proved lucrative in terms of True Patriot Gold, (as well as providing excellent cover for the buildup to the attack that expelled Albania from our cores), and whilst we have no MPPs continuing a TW ensures our commanders have the ability to set DOs.

The war will operate (more or less) as follows:

▶ Portugal win the direct wars

▶ Canada win the resistance wars

This cycle will continue until either side wishes to close the war out.

Should anything unforeseen come up, like a request by allies for help, the TW will be suspended and military orders adjusted accordingly.
