[HoC] Congress IRC Meeting report 001

Hello eUK!

Welcome to the first IRC report of the term. The meeting took place on Wednesday but I was too busy to publish the public version of the report. The meeting lasted for 1:30 hours i think i am not really sure.

So straight to it:

Defence

hotfuz you raised an issue before you disconnected? "an issue i want to raise is the few wars we have add"
Hotfuz: And it looks like we are not going to get much options
looking at the geo location of where we are
I think we should have talks with poland to try and get deer from jamhatland
Jxm: i mean, we're barely a month back from being wiped.
but as you pointed out, we're surrounded by allies.
if we take on Jamtland, we put ourselves in place for Swedish RW's.
timed with Norwegian ones.
we are not financially or military capable of holding two fronts against determined opponents.
Elvis trout: yes! lets use this time of relative peace to strengthen the playerbase
Jayxm: RW's are MoD's realm at this point in time.
RW’s for TP medals which therefore strengthens player base with gold

The proposal was the question of the few wars we had and basically engage in wars for resources and TP medals.

In the end we agreed that RW's will be posted to gain TP medals to strengthen players bases


Lazurases whip idea

It has however been obvious to me for some time (playing since 2009) of the growing disorder surrounding our democracy. I understand that recent quite large shifts in the political landscape have excaserbated this situation a great deal. To the point where the institutions of our country are being pulled into a whirlwind of endless bickering.
I think the cause of this is lack of legislations, and in the case of legislation being present the laxness of it. I am therefore proposing amendments to the Speakers Act And a new Party Whips Act to reinforce the durability of parliament and restore the confidence of the electorate

I am in the process of writing this proposal and it is currently in the draft phase, however i would be greatly interested to hear the early responses from my fellow members.

seeing as one of the main bickering parties is vehemently anit-legislation how do you think imposing legislation will improve things?
Lazarus_Eternal:
A majority would be easily made if all other parties where in agreement.
Madacaion:
if the electorate wish to continue to vote in unorganised, unco-operative parties then simply making up a position isnt going to solve anything
NWG:
it looks good on paper, but when there is no power or control to back up such positions then i do wander if its worth bring back these old roles and if they will just complicate things more

my short two cents echoes Madacaion's statement. i personally support the idea of whips to get congress back in line but i don't necessarily agree with legislating it.
Hugo lilly: can i suggest a redraft without the party whip section, but keeping the deputy speaker portion?
should pick, but make it a premise that deputy must be of another party
Ragnell: essentially, the deputy is responsible to his boss
Jxm: a deputy, appointed by the speaker, whose party affiliation must differ from that of the speakers own

The proposal was further discussion of lazurasas whip idea

In the end we decided a redraft of it with the just the deputy speaker portion in it.


Finance

Elvis trout: well income wise we been doing ok, pulling some offers from the money market now though as gold prices are dangerously close to 200
Elvis Trout: Training grounds are priority, but the thing is take up is just so low I doubt we will reach many people that way
Ragenll: grants of money for aluminium mines and TGs
NWG: i think the country has been running at a non-profit/non loss for a few months now, if were looking to dish out more and risk more we need to also find ways to make more.
Elvis trout: I will outline a few different proposals and you can choose the one you like best

The Proposal was grants of money to aluminium mines and Training grounds. As well as small grants to young players and larger ones to older ones

In the end elvis agreed to make different proposals from where we can chose from.


Home Affairs
Nothing much happened in Home Affairs meeting since the minister was not there however we agreed that it should be more Media active (BBC articles) and have some sort of helpline where you can ask ministers questions: ask the cp for it though.

Transparency between congress and public

NWG: well we could have the speaker write a congress overview each week and print it, that would bring help in that area of bring congress to the people more

Proposal: weekly report on congress

In the end we decided to have IRC reports an weekly reports on congress which i will start every friday starting next week.
