[DoD] Brief on current situation

Citizens of eIreland,

Our current situation is that we will be unable to hold Congress Elections due to the United Kingdom's occupation of our regions. Game mechanisms require a country to hold at least one region before change over from the 22nd to the 23rd, and keep control of that region until the end of the 6 hour check period on the 25th.

Leading up to the 22nd, the military forces of eIreland were discreetly informed of a big push on the 22nd in order to regain a region in time for elections - the Department of Defence underplayed the push by not releasing a public statement in hope the British would overlook the open door to manipulating the timing of the Resistance War caused by a previous Resistance War which was started prematurely.

The opportunity to start the Resistance War before the 22nd was seized upon by the British, resulting in a situation where victory or defeat would still lead to an outcome where we would have no regions for Congress elections by 06:00 eRep Time on the 25th. Despite the poor timing, Irish forces made a defiant stand in the early rounds and won closely contested points.

The use of mercenaries was briefly employed, but the high demand for their services demanded more resources than was currently available. Donations from generous citizens at short notice allowed extra strength to be deployed at key moments, but decision was made to converse strength for a battle with a higher success chance.

There are lessons to be learnt from the defeat. Majority of shortfalls in our battle readiness can be summed up as a lack of resources in-hand at the current moment - proper protocol for fighters will be published in order to help improve awareness but the exception is resources will be in place for subsequent operations should peace negotiations fail to bear fruit.

Advise for Citizens:
1) Complete DO and save Energy Bars
2) Move to an allied country and fight against TWO in all fronts.
3) Await DoD instructions for Resistance Wars against the United Kingdom.
4) DO NOT start a RW in Ireland without DoD approval - It will fail.
