[CP] Update from day 1,756

My fellow citizens of our great nation,

There are two major points on which I wish to update you all. This government shall attempt to make decisions as openly as possible, and here I shall discuss what's happening there.

1. The Croatia Deal and the Serbians at our doorstep

With the change in administration in both eIndia and eCroatia, there were some small hiccups in carrying forward the negotiations. However, things are now proceeding smoothly. Here is what happened.

Initially, when we were asking for a lot more in rent money per month for the regions, our current VP Asmita and former CP had told Croatia that we would bear the costs of the MPPs that were lost. However, since what we were receiving per month was 100k INR, Asmita immediately asked for some compensation there. During the course of the discussion, eCroatia also asked for the Karnataka region - with an offer for 20k INR more per month. This, it must be noted, would not have affected eIndia - Karnataka is no longer connected to the Capital region, so no resource bonus is offered (this is an aspect of game mechanics).

However, given the general eIndian worry about the regions being lost, and concerns over whether this was worth it at all, Samnomix and I preferred a more cautious approach - we told our eCroatian allies that at present, we were only okay with renting out 5 regions. If the rent agreement works out, we might in the future reconsider the question of Karnataka. Our allies were very understanding, and have agreed to stick with 5 regions.

The no NE law proposal was started by me yesterday so that the war against Croatia could be closed and we could initiate the getting back of the MPPs that we had to increase our security. This is also a concern due to the Serb invasion of Iran; we have the eWorld's strongest hostile nation very close to us, in too much proximity to eChina (EDEN's breadbasket) and us - we must be cautious and get our MPPs back as soon as possible so we can put up some kind of fight. Our allies the eCroatians have also promised to back us up to keep this region secure. While there is no stated and tangible threat, we cannot ignore this new development - the eCroatians in our backyard our definitely an asset at this time.

While there is certainly no cause to panic, we must be prepared. I would request people to ensure that they are completing their DOs and getting the Energy Bars and Bazookas that we will probably need. Furthermore, eCroatia will probably autoattack and take Karnataka anyway - they have promised that the subsequent RW that would be launched there would not be contested, and so we expect to have Karnataka lost and back over the next 2 to 3 days.

2. eIndian Reform

DISPATCH
This is the area where we need the reform most - however, I expect that at least for the next week, things will remain much the same. I apologise, but the impending cost of renewing up to 25 MPPs is quite prohibitive. Additionally, we have not actually seen the rent money in any form yet. As soon as that is done, I expect our Ministry of Finance to determine what we can do in terms of dispatch. There is going to be a definite attempt to try and finance a full dispatch system and have small incentives on the side - however, I urge eIndians to be patient, and give us until this eCroatian rent agreement is sorted out to begin.

RETENTION
We have seen much written about this in the past few days by Samnorough - it seems him and I reached much the same conclusions about needing a new MU for n00bs, and I was pleasantly surprised to realise he thought about it the same way as me. xordin is currently hard at work figuring out the plan for the same, and I expect an article in the next 48 hours detailing these plans for eIndia for your approval and perusal.

We hope to see these changes come about in a week. I'm sorry if more rapid change was expected, but there is much to be done just to bring us to even keel before we can begin the long drawn out process for reform.
