Most of the laws available to congress are tax laws. Tax policy can change and shape a nation. Tax law can directly motivate a people in a direction that the leadership would like.
With the advertisements gone, we can't spend funds on advertising to attract new citizens. I was lamenting how I would have liked to help our country grow by spending our money that way. This train of thought lead me to ask myself, "What do we spend our money on?" I have never been the CP, so I do not know all the needs and options available to a CP. I do know that the country's accounts collect funds from all 3 of the types of taxes.
Let's share a basic tutorial of how taxes work. Not everyone may know the exact mechanics.
VAT (value added tax)
Suppose you see food posted on the market by an Irish citizen for 1 IEP. If the VAT is 3%, then you will pay 1 IEP per unit. The seller will get 0.97 IEP, and the eIreland's accounts will get 0.03 IEP. There is no VAT on raw materials, the rate is always 0% for raw mats.
Import tax
Suppose an eCanadian citizen posts food on the market for 1 IEP. If our import tax is 20%, and the eCanadian VAT is 5%, then the posted price you will see in the market is 1 IEP. The eIrish VAT does not apply to this good, you will pay 1 IEP to buy the food. Of that amount, 0.75 IEP will go to the seller, 0.20 IEP will go to eIreland's accounts, and 0.05 IEP will go to Canada's accounts.
Income tax
Suppose your employer pays you 10 IEP for a day a of work. Let's say the income tax for your industry is 10%. The employer will pay 10 IEP, the employee will receive 9 IEP, and 1 IEP will go to eIreland's accounts.
Now we know where all the tax money comes from. My question is, "Where is it going?" What does our country spend money on?
I strive for more transparency in eIreland. The light of day chases corruption away. I know there are costs of running a country, I'm just curious how it works. I am unfamiliar with the upper echelons of an e-country's leadership. I am fairly confident that almost every 2-click citizen is also unfamiliar with the game mechanics at the top of the political ladder. Hundreds of us are out of the loop on money matters. I humbly request that CP's and former CP's share their wisdom. Anyone with knowledge about where we spend the money in our country's accounts is invited to share their insights.

I am not making accusations of corruption. I respectfully entreat you (and everyone else) to leave the mudslinging for other articles. This article is not an inflammatory accusation against anyone, it is a simple request for knowledge.
Please make every effort to keep this a discussion about sharing knowledge of how money is spent. Save judgement on the right/wrong sides of those spending decisions for another day. I just want every eIrish citizen to know the facts. Please share the facts, and save the opinion for elsewhere.

You mean like the Army budgets and MPP costs detailed in the Dail? The last one would have been from my term, if you go through my articles, you will see some data.
There is only so much the government can do to add transparency, without falling short on mailing each citizen.

Mailing every citizen is unrealistic. Sharing the basic outline of typical costs and spending in the comments of an article like this is a simple way to share the knowledge. The information will be available to any citizen who seeks it.
Wasn't a question whether it should be done or not, it was me stating detailed Army budgets and MPP costs are already in the Dail - when I was CP, they were included in my articles.
Our current CP still hasn't come near the end of his term yet - he won't have a budget to post.

MPP costs? Is it gold? Is it IEP? Is it a standard price, like buying new land? Is it based off population or number of regions or something else? Is it an arbitrary price decided by the two countries?
Army budgets? What does that consist of?
The Army makes it's own supplies. Do they make enough to supply the army, and the excess is sold to pay the wages? Is tax money needed to supplement the wages and fill out the rest of the supply needs?
I'm not asking for exact numbers, just a description of the mechanics. Are there other costs of running a country, besides MPP's and army supplying? I want to learn the processes of the month to month needs. I am less concerned with the technical accounting numbers of any particular month, at the moment.
Well up until a couple of days ago MPPs were in gold. Now they are in national currency. There are budget figures in the Dail for past terms. The amounts the IA request and other departments are there also. Somewhere. lol It takes a little looking.
Also... How is the money spent?
Does the CP buy supplies with country accounts and donate them to the IA members?
Does the money have to be transfered to the Irish bank?
Who controls the account of the Irish bank? Does it automatically move from CP to CP, or is it under control of the IA leadership?
I do not know the workings of money at the top level in this game. I want to learn how the e-rep world works. In my pursuit of this knowledge, I hope that many silent 2-click'ers may learn as well. I'm hoping to find an explanation that will help us all understand the flow of finances, without having to sign up for a separate forum.
Money is donated to the Department of Defence (DoD) and then the money is donated to whoever runs the companies of the Irish Army (IA). This is used to pay the wages of the Irish soldiers. The IA work for their own supplies in IA owned companies which are owned by respected members of the IA command and I think they are the ones who donate the supplies to the IA at the moment.
Money is transferred to the Irish Bank for just in case we loss a region as a fraction of the treasury goes to the victor and so to avoid losing money we put it in the bank.
MPPs used to be payed in gold so I presume that the goverment occasionally bought gold from the Monetary Market (MM) when there was a good rate. But now the cost of MPPs are paid in IEP.
I am not really sure who is in charge of the bank. I think it is the Minister of Finance (MoF) and the CP who have access to it. Probably the Minister of State (MoS) as well.
Some of the money goes into "projects" which is done to attempt to better the life of citizens in Ireland or to benefit Ireland as a whole.
Some I think was spent in trying to stabilize the MM.

The tax structure is basically set up for the army -- high income taxes and generally low import taxes on raw materials. So the budget is balanced on the backs of workers.
The socialists in the army pretend to care about the workers, but they really do not. They want high income taxes from non-army workers to subsidize the payroll for the Irish Army companies.
Basically, it's all geared to keep the soldierboys fat and happy and in power. It's a way for them to get others to pay for their little pretend srmy. One of their dirty little secrets is that the army really can't defend eIreland from any serious attact. It is the MPPs that defend eIreland.
If the UK wanted to take eIreland, they could anytime they wanted if there are no good MPPs in place. Look how many times it lost home regions in the training war with Canada, and that was with half the Canadian army fighting on eIreland's side.
The IA on its own would be hard-pressed to defend the country from Belgium, but every single worker pays to support it.
A better tax structure would be the Canadian model -- low income tax to give the workers relief and fund the country on VAT and import taxes. Let the consumers pay, not the producers. But the army wants cheap food and weapons to pay for their little forays into Croatia or Romania or wherever they are off to.
Before you say that the IA is standing on the backs of workers, we should check the numbers.
In the last 3 months or so, what percentage of the collected taxes have been spent supplying IA?

mpp's and the irish army ! actually i worked out income 2000 per day + MM transactions expenditures.
irish army according to nogin on WRM + food only. but i would guest between 1000 to 10000 IEP a day.
easy calculation on pure WRM cost each army member cost us 2400 WRM per day. But I guess they have wrm factories of their own although when i offered last year they just ignored me so not certain. anyway its easy your in control of the government pm the IA commander and let his show a specified daily budget.
each mpp also cost 20000 10 cost 200000 yet our income is 60000 a month. is the gap filled how is it filled who is filling and how should have been relayed already by the MOF appleman. How much we actually have left i can check but it takes me about hour to 2 hours to sift through all orgs all MM pages (900 or so) so send me 100 gold and i will draw up an independent no bs report for you. else ask appleman he claimed all of our investors took their money back. when and how who knows when. but according to him every last cent belongs to Ireland. he will probably come here with some baloney sandwich but I can assure those were his words and I never quote people incorrect
