Suggestions to form a government

In this article: an idea for the new government, including a description of why I have certain people in mind for certain positions.

Forming a new government
My idea of the new government: a strong group of experienced people and ambitious newcomers in eUNL politics to lead the country without being limited by party boundaries.

As promised in my article I wrote before running for congress, I have contacted the PP of the biggest party to volunteer to form the government. He told me he would take it up with the president, and currently I have read that a formateur has been appointed. If this is passed on to me, I will follow the lines set out below. If it is not passed on, I invite the selected formateur to take inspiration from the suggestions below.

Main highlights:
- Have a mandate with all five parties in the government.
- Install a new ministry, the “Ministry of Legal Affairs”.
- Officially implement the monetary market into Ministry of Finance & Monetary Market.

Although quite common in eRepublik, we don’t have a Ministry of Legal Affairs yet. I think there are enough responsibilities for this department, some which are currently in the Ministry of Home Affairs. See their tasks below for more info.

Remarks:
Some remarks to consider when looking at my suggestions:
1) All persons named are possible candidates for the job. This does not mean that I consider everybody not named as not suited! I just had to choose with the limit of one minister, and one state secretary per ministry.
2) The Minister and the State Secretary of a department cannot be of the same party (democratic check).
3) Minister is end responsible for the department. State Secretary assists, and is back-up in case of absence or inactivity. Decisions are made together.
4) Advisor has no decision making abilities, but will have all reading rights (incl. being invited to meetings) and the full right to advise the Minister and the SS. Advisor should be seen as optional function, no obligations/responsibilities, but they have basically "earned" reading/debating rights due to experience. Their "department" is just an indication of their primary area, they have all rights to debate in any area they want. They do not need to attend meetings, but are invited.
5) Ministry of Legal Affairs is not a judge, and cannot impose punishments. Punishments can only be obtained through full governmental and/or congress approval (“standard” procedure).
6) The tasks below a ministry are some initial thoughts. Tasks marked with a * are more general, while tasks marked with a – are specific current issues. The congress, government and/or formateur can decide on more or updated tasks.

Government programme: Key points
Just a few suggestions, to be worked out by the new government.
- Continue to critically review the state companies. State companies can be closed (inactive), but no state company will be sold (awaiting the new economic module).
- Obtain transparancy, mainly on what happens in the government (no closed doors) and financially.
- Creating the will to work together across party borders to improve eUNL.
- Finish and implement eUNL constitution.
- Progress in Flanders / Brussels regions: either merge with eUK or get the regions back.
- Make sure the eUNL citizens "see" the government; they should know they are there for the citizens!

Proposal governmental officials

Governmental office
Prime Minister: Olv007 (BP)
Vice Prime Minister: Thomas Fairfax (LP)
Advisor: ArtemIvanov (independent, or still a bit LSD?)

Tasks:

People:
Olv007 has great experience as Prime Minister, having fullfilled the job in 2 full governments, and 1 partially. Under his rule, the ministers were working together very well, keeping each other updated in the meetings held, and communication within the government and to the citizens was optimized. The perfect guy for the job, the only requirement is to get Olv007’s ass back into eUNL! Thomas Fairfax is getting more and more well-known in the eUNL political world, and – as I’m quite critical – I have had several discussions in the LP forum with him. His calm way of responding and being able to work with other opinions, combined with a good believe in what he stands for, could make him one of eUNL’s future top leaders. As advisor, I was thinking of ArtemIvanov, our former… well… he has been almost everything. That would make him great for general advises towards the (vice) PM and government as a whole (and as being advisor is “optionally” being active, it would leave him enough time for persons that are dear to him outside eRep).

Ministry of Home Affairs
Minister: Steingrimur Illugi (GLD)
State Secretary: Thomas Keesman (LSD)
Advisor: Deviltje (I&W)

Tasks:
* Internal Affairs that do not fall into any of the departments below
- Finish Constitution and get it approved
- Look into the need of continuing CFU, and continue if needed.


Steingrimur has taken over from the Minister of HA who became inactive, and has initiated a lot in the 5 remaining days. Some things were even finished off (like cleaning up the HA forum) during that short period. I think he really deserves a full mandate to prove that his great start will continue. He should be able to count on the support of ThomasKeesman, a player who is really active on the forum and “dedicated to the unique blended culture created by the merger of eBelgium and eNetherlands.” (source: Thomas Keesman’s running-for-congress article). That’s why I think Home Affairs is the place to be for him. They will be advised by Deviltje, someone who is that long in eUNL and that experienced, that he knows all ins and outs of the eUNL affairs.

Ministry of Foreign Affairs
Minister: Trinc (GLD)
State Secretary: Flando (I&W)
Advisor: ThomasRED (BP)

Tasks:
* Head of Ambassadors
* Contacts with other countries
* Advise on alliances
- Belgian Affairs
- eUK / eUNL merger


The team that has really amazed me the last government period, were Trinc and Flando. This included informing the citizens of everything they were doing in articles, being one of the involved parties for the UK liberation of Belgium, keeping a great involvement in the UK/UNL merger developments, and proving that they are a real team (Flando taking over Trinc during his holiday without a problem). I would be stupid to break this team apart, the only possible change is to make Flando minister and Trinc state secretary just for the sake of changing, but that’s really all that can change here! As advisor, I would add ThomasRED, currently our president (so involved in the government anyway, but that could change after January 6). ThomasRED is has spent a lot of time as president, which earned him many international contacts and international respect: things needed to advise what’s happening on the Foreign Affairs area.

Ministry of State Companies
Minister: Auggustus (I&W)
State Secretary: Busorik (BP)
Advisor: Mitch Rapp (I&W)

Tasks:
* Head of State Company managers
* Determine overall state company policy within set laws
* Keep a close eye on the salaries and job offers (and the laws applying to it)


Auggustus started of great with doubting the use of UNL Mine, and initiating a discussion of what we should do with it. This critical/analytical approach is what we need in the current eUNL state company environment, and something that should be continued. Although the congress majority seem to agree that companies should not be sold, it can be beneficial to closed them down for a while. Busorik has not been re-elected into congress, but was congressmember last period (one of the BPers that was still reporting active at the end of the mandate), so he knows a bit what’s happening on state companies. This knowledge and activity will help him to enter the ministry of state companies – one of the more difficult ones – and to assist Auggustus. The advisor role will go to Mitch Rapp, head of the state managers for a long time, and therefore not only very well informed/experienced, but he also can’t be missed when deciding on the state company policies.

Ministry of Finance and Monetary Market
Minister: Boklevski (BP)
State Secretary: Itrade (LSD)
Advisor: Luuklag (I&W)

Tasks:
* Manage DNB and keep an eye on MM
* Donate funds when required
* Create weekly financial report
- Fight MM crisis


The Ministry of Finance needs a real freak as minister, preferably with experience as MoF. That’s me. Undoubtly. No further argumentation required. As state secretary, Itrade would be a great addition. Although very active, he has not been involved enough in politics yet, and I think we are missing a great chance there to involve the best persons the eUNL has to offer. Someone with a great personality on economics is Luuklag, always giving arguments you haven’t thought of, and enlighting details you didn’t see. Those are some very good abilities that you need as advisor.

Ministry of Media and Health
Minister: Theneka (LSD)
State Secretary: Myers11 (LP)
Advisor: PerryRhodan (LSD)

Tasks:
* Informing citizens of government actions
* Weekly news


The single most important aspect of the M&H officials: activity. Theneka has proven that he loves to write articles (personally, ministry of spam, LSD, etc.), so why not put it to good use, and let his articles be informative towards the citizens (for a change?). Additional major benefit: he can speak English, Dutch and French. Myers11 has showed great activity too on the LP forum (and the rest of the forum), and can be a good counterweight of Theneka’s more left oriented political views, so that the citizens will really get independent news. Advisor will be PerryRhodan, under whose mandate as minister the informationsharing towards citizens got to one of it’s best periods. He will probably have some good advises to Theneka and Myers11.

Ministry of Recruitment and Coaching
Minister: Daniel Parker (LP)
State Secretary: Murena (BP)
Advisor: Smook McSmok (LSD)

Tasks:
* Head of Coaches and coaching programme
* Attract new citizens


Daniel Parker has made a great start as state secretary (yeah, he was state secretary, but I have seen him doing all the work) in his last mandate, and I must complement his ability to focus on new players – like looking at the welcoming message. This can only be rewarded with ONE thing: another mandate to continue what he has started. I have to admit that I really can’t choose the state secretary: either Murena or LeValeureuxLiegeois. Both are very nice as person, and have the benefit that they can speak French, a quality that is very important when welcoming new French players. I have chosen Murena, as he has more XP, but it really could have gone either way! Smook McSmok has not been really active in the R&C area, but his experience of eRep and in the government, combined with quite some contacts in and outside the eUNL, make him a good advisor – maybe even to see how other countries handle their recruitment.

Ministry of Defense
Minister: DanielB1989 (I&W)
State Secretary: MaartenW (still GVD? I guess?)
Advisor: AndreasIsaksson (I&W)

Tasks:
* Head of Army and Generals
* Work closely together with Generals on military affairs


He has been the Minister of Defense for quite some time and he’s one of eUNL best tanks, earning him respect from within and outside the army: DanielB1989. Nope, another name didn’t even cross my mind. Daniel also has seen everything happening as minister since the first attack on Belgium by the Romanians, so he has unmatched experience to fight any military crisis. He will be backed up by one of eUNL’s active and experienced generals, MaartenW, who can really tell the impact of the government’s decisions directly on the front, where he is always present. Backing this up with the military experience of AndreasIsaksson as advisor, and the other generals, and we have a very strong team to watch over us, when we are sleeping in our Q1 to Q5 houses!

Ministry of Raws
Minister: Jofroi (LSD)
State Secretary: Yasupa (GLD)
Advisor: Garmr (I&W)

Tasks:
* Ensure buying of cheapest raws against cheapest travel expenses
* Manage State Companies resources
* Fulfill any private requests


Although he will probably kill me for proposing this, Jofroi is the guy you want on Raws. Starting a mandate as state secretary, he proved to be more active then the minister he served under, and kept the Ministry of Raws alive. That deserves a promotion to Minister, were he can mainly focus on trying to promote the ministry of raws. Maybe a “service contract” with private companies is an option, where the MoR promises to keep a company running by donating the needed raws for a certain period of time (payment in advance, with a handling fee)? Anyway, he has seen it once, and he knows he needs assistance: Yasupa is very eager to start his political carreer, as you can read from his articles, and I think he deserves a start in it. Although donating raws can be very tiring sometimes, it has been the first step into governmental positions for many already. Advisor will be Garmr, who was the minister of raws last mandate. Jofroi could use the experience of Garmr to lift the Ministry of Raws to a higher level.

Ministry of Legal Affairs
Minister: CreveRoeland (GVD)
State Secretary: Peter van der Voort (LSD)
Advisor: Kixtart (I&W)

Tasks:
* Monitor and advise government of impact of Congress decisions
* First contact for Congress for non-department specific questions
* Advise government and congress of law violations and punishments
- Assisting and advising HA in creating constitution
- Take the lead in having all congress laws translated (appoint and approved in translated version)
(The Ministry of Legal Affairs is NOT a judge, and cannot punish citizens!)


Think of laws, and you have to think of CreveRoeland. Experienced as Chairman of Congress, he managed to get the Law Book on the forum, knowing everything inside. He knows a lot of players in the eUNL, which makes finding translators easier, and many (if not all) congressmembers respect him, which makes him a good first contact for the Congress. State Secretary will be another man who enjoys great respect: Peter van der Voort, who was also Chairman of Congress. Peter has proven to have a great ability to judge things without any prejudice. The current deputy chairman, forum admin, and god knows what more, Kixtart can advise on how to take up their tasks and how to give the MoLA more form. (If Creve decides the Ministry and his exams are a bit too much to combine, I would suggest Peter as Minister and Kixtart as state secretary, and to give Creve the more optional job of advisor.)
