Speaking of waking up and not being able to do the DO because it is set to Poland, our alliance partner, I took a gander at the MPPs of the members of our alliance, and found that Croatia, Turkey, UK, and Bosnia/Herz are places that have MPPs with all alliance members.
In chess, there is strategy and there are tactics. Strategy is long term and can be more difficult to wrap one's head around -- things like "control the center" and "create a weakness on the kingside." Tactics, on the other hand, are short-term maneuvers -- things like "use your knight to fork the king and the queen."
Mutual Protection Pacts (MPPs) are clearly more tactical in nature. When you are in a country that has a MPP with another country that is in a battle, you can participate in that battle without moving. Take as an example, that Germany is fighting against Poland (as they seem to have been doing a lot lately). If you live in the eUS of A, then jumping into the German-Polish battle will put you on the German side, because of the MPP.
I'm sure that alliances are good for something, but they must be more long-term (like strategy). eUSA has an alliance with Poland and the other members of Sirius.
The apparent effect of the alliance (please clarify in the comments if I'm saying something that is incorrect -- I'm inferring from the pattern of the last week or so) is that when Plato resets the militia Daily Orders (DO) at 0:00 hours, Plato must be looking at the alliances that the country has in place.** Since eUSA has an alliance with ePoland, many eUSA militia members wake up to find that the DO is set to said German-Polish battle, but for the Polish side.
**See comments below -- this whole paragraph was, in fact, incorrect conjecture.
This means that sleepy militia members hit 25 times for Germany, jump out to the home page, and are baffled that they have zero hits registered for the Daily Order. Then they click on the DO again, read the screen, and realize that they are fighting on the wrong side.
The table above is as accurate as my pre-caffeinated brain could make it for the morning of day 2293 (the ? is for an MPP that was going to expire within hours). Sitting in a country with a green row should (!) ensure waking up in a place where one can do the DO, sleepy-headed or no.
There is a question of how much good it does the eUS for folks to mindlessly do the DO before it has been set for a human being (but hey, DOs build a cache of energy bars (EBs) without spending gold, and that's of strategeric value), and also of why we don't have MPP with Poland yet. I'm sure that there is a good reason...can someone enlighten in the comments below?
And it's interesting that Bosnia/Herz is aligned with all members of the alliance -- to some degree, they get the tactical advantage, without having to make whatever sacrifice (is there one?) involved in joining an alliance.

Nope. DOs are reset at daychange according to the MU's priorities that are set by its commander: http://wiki.erepublik.com/index.php/Battle_priorities
Alliances don't affect DOs at all.
The situation with Germany and Poland is a special one, since both countries are the USA's side and the USA had, initially, MPPs with both of them. However, Poland and Germany have a treaty that allows Poland to occupy most of Germany's regions (for bonus reasons). After Asteria liberated German regions a few weeks ago, Poland had to NE Germany - that's when it lost a handful of MPPs, such as Chile and the USA.
