Renting KZN and Gauteng to Australia or Others
What is the hidden cost?
Does the gain in cash for duplicate resource regions hurt us, or help fund South Africa's revival?
The only downside is that Gauteng is a growth region. But if we contact new players fast, and pay for them to move from an English-media country, is any real harm done?



These questions currently vex my thoughts, but create a compelling opportunity for us to fund more MPPs per month to spark that magic balance without compromising our production.

Citizen Rebates
Chucker71 actually has a good point: we pay our bills for common usage and spend the rest on all active players. We use forum membership as a measure for activity and a means to administer the rebate. Near the end of the CP term, we calculate surplus/membership and pay it out as a flat amount. It can be seen as a tax-rebate for the wealthy and a subsidy for the poor. You don't simply reduce taxes, because you need flexibility in government income during a term and 100 ZAR in the pocket of 10 new players does more for the economy than 1,000 ZAR in the pocket of a single old player.

3rd MPP Pool
Another advantage of a 3rd country renting those regions means we have a second set of MPPs we can draw of for free that is a mere 10 ZAR (1 zone) away. We station a eSAAF MU each of these countries (Brazil and XXXX😵 with a minimum membership requirement. This allows South Africans to join and leave at will to effectively focus damage while handing out candy and 'zookas.

Reduced Regions
Reducing our regions to the minimum we need for full NRB is not the same as a merger. It is, however:

A. a more efficient use of our resources by generating an income instead of letting our land lay fallow. I would gladly support our expansion if there were a practical way to gain new resources without locking us into a pointless war we cannot win.

B. a subtle diplomacy that brings communities closer. It cannot be denied that Brazil and South Africa are closer than anyone ever dreamed as a result of being our tenants. What harm comes from introducing another country into this mix... you can never have enough friends in the eWorld.

C. a tool for elections that maintains the gold we generate while focusing the number of votes in a region. Its only disadvantage is that each party need run 36 instead of 35 candidates per party to prevent PTO candidates getting in.

As a matter of course, every party should run all its membership as anti-PTO practice. Those not eligible for election can resort to a blocker avatar (party logo is a good default) to indicate who not to vote for. Our democracy is thus secured by enabling party presidents to do their job, and our activity increased by simple participation.
