How much does a drain (or not) battle cost if you are a coward and/or a puppet?

Cowar😛 because THIS country use to attack when someone else has great difficult. Usually, for a few time wins, but is too weak, and without his shoulders great covered, THIS come crying to the enemies asking for peace, unless re-attacking them when they have problems.
