Community Feedback: Joey Development Scheme

Greetings eAustralia,
In a couple of threads going around Congress and cabinet, the idea of reviving the Joey Development Scheme to help and guide new players to the country has been discussed.
To sum up the work of JDS, they provided guides and tips for new players and offered gold and supply incentives for completing certain tasks, giving new players a consistent income to build up their supply stocks before taking true steps in the eWorld.
The JDS closed its door a while ago because of a lack of participation and recruitment rates among younger players.
However, a slight increase in player retention and the lack of media in the country has revived debate on the organisation.
I have put my hand up to start up the organisation, but not without community consultation.
So I'd like to put the following 5 questions to the community about how the JDS could be run and to what benefit for the community (please put answers in the comment section or via pm):
1: In your view, what role would you like to see the JDS play in the eAustralian community?
2: To what level of functionality would you like to see the JDS running at (Purely educational, or providing cash and supplies incentives etc ...)
3: Would you like to see the JDS expand its role to include all players, not just new players in its potential reach? If so/not, why (for example, to also include giveaways and entertainment schemes)?
4: Would you like to see the JDS run by the Government, or a consortium of experienced players? Please provide an answer.
5: Do you have any additional ideas or thoughts on the revival and potential role of the JDS?
All eAustralian citizens that fully answer the questions provided will receive 25 q7 (from my own coffers) weapons once their comment has been published.

To answer your questions as you have asked them;

1. Role should be more focused now on educational/entertainment to help retain players (Similar to what the MoEE used to do)
2. Education, CC/gold, Supplies along with a mentorship program
3. No, younger players only or players who can prove they have limited WaM supplies or the like. No point going back to the old old days where the extremely rich players still benefit from free tanks and other things
4. Privatise it with some small form of government backing. End of the day the government will benefit from the retention of young players so they should throw their hand in their quite deep pockets and give something back.
5. Pretty sure the above 4 answers will answer the 5th question apart from "Bring back that sexy looking Guag guy"

You should put in the JDS link to give people who know nothing of the background into the JDS a bit of an idea to bro.
Keeping it off the government allows it to last longer as we know the people who have been in cabinet over the past few months only stick to their basic workload and do not pass onto the next person relevent information

1. Helping new players and low levelled players get their feet. Help retain players essentially.
2. Its hard at first to understand whats what in the game, let alone an incentive to keep playing. Maybe some sort of mentor type figure to help guide through the first few steps of the game. How to make money, some food drops to get them started. Explain how the economic module of the game works and how to best utilise it in eAus.
3. Keep it with new/low levelled players. Nothing above Div 1 or a predetermined time limit of playing. Giveaways and entertainment in my opinion sounds like MoEE, not the Joey.
4. Hybrid of government and experienced. I would really like for this to not become a political football like the citizen admittance scheme we had. Maybe private citizens who would like to become involved write an article on what they feel they could offer. Then we as a nation vote by endorsement? Maybe 3/4 depending on applicants and 1/2 government people, some sort of council?

Educational for new players. Entertainment/comps etc for all. It will get newbies involved with the older guys

Education and tasks for new only. Some comps etc for all but need to be set up in such a way that new players have as much chance of winning as old.

Run by consortium with input and some funding from the government. We all benefit by having more players stick around.
