Introduction
Welcome to the first in a new series of government updates. MoHA will be keeping you up-to-date with what your government and congress are doing, and how they are acting on your behalf.

These are strange times. As well as your democratically elected CP and Congress, we also have a dictator. As we’re sure you’re already aware, our dictator controls almost all government functions, and has replaced Congress when it comes to passing laws. However, despite this the government continues to function as it would if there were no dictator. Congress still votes on laws and passes the results of those votes on to the dictator. Currently the dictator has stated that he will respect the decisions made by the Government and Congress. Therefore Government continues to operate, and expects the dictator to carry their wishes.

This paper and MoHA as a whole acts on behalf of the Government and Congress, not the dictator.

Important news from your CP
Your official CP Huey George has recently published an update in the Number 10 newspaper. This update covers a number of topics, not least of which is the upcoming national referendum on whether the eUK supports a dictator.

You have heard a lot about dictators over the past couple of weeks, and now is your opportunity to get involved and have your say. Please read the CP’s statement and then take part in the referendum.

Communication issues
In response to criticism regarding government activity and communication, specific measures have been put in place to improve the link between government and public. Max Blue has been invited into government to observe what is going on and check that that government is functioning. Also, VoodooMike71 has been invited into MoHA to observe and report on government and congress activity (i.e. this report).

Avalon Agreement
Amendments to the Avalon agreement (essentially a non-aggresion and protection pact between eUK, eIreland and eCanada) have been proposed. The eUK government and congress are currently discussing these proposals.

Willem-Kordak Plan
This has been proposed by the Dutch MoFA. It is a loose proposal centred on formalising the NSPP (North Sea Protection Pact) into a real alliance. It is currently being discussed by congress.

Links to documents forming the Avalon Agreement and Willem-Kordak Plan can be found in the latest CP update.

Congress update
The following is a summary of recent congress activity:

Improved communication
Several observers, including the dictator and representatives from MoHA, have been included in re-organised Congress message threads. This will allow key people to know and report on Congress activity.

In addition to this, all Congress members have been strongly encouraged to publish their own articles in the eUK media.

Improving Congress
The perennial congress discussion on where congress discussions should take place (PMs? Forum? IRC? Dedicated MU? etc) has started again. The CP has approached congress member Greg Gugula and asked him to formally look into the situation and come up with specific recommendations.

Dictator gets involved in Congress
Following his inclusion in the discussions, the dictator laid out his expectations for Congress…

General Congress business
Congress has been discussing and voting on the usual round of congressional business, including proposed MPPs, funds transfers and tax changes. Congress recommendations are then passed on to the dictator. For more detail on recent congress business, please see the latest CP update[.url]
