Although I'll be a neutral candidate, I'll run for IP. The rest has a candidate already... and the IP offers an "open spot" if you meet the requirements. They are voting on it right now whether they want to support me or anybody else.
Focus: TRANSPARANCY, NEW CITIZENS AND COMMUNITY.
Key points:
- When I get elected, AndreasIsaksson will resurrect and become PM!
- I have split Coaching and Recruitment into seperate departments. This is because they are currently the most important for UNL, as we need new citizens. The guys on Recruitment can now focus fully on recruitment (without having to worry about the coaches and educational articles) and vice versa.
- We will join a training war, as current MPPs don't offer us structural wars.
- Coaching articles will be advertised, so new citizens will see them.
- The weekly news will be published again... weekly.

I am planning to run again for Country President. I have read the comment that there has not yet been published any plans or programs by CP candidates. As I have just made up my mind to run for CP, I will immediately start doing this, and immediately publish whatever I have written. This way, you can exactly see what I am doing and give feedback. Please vote this article up, so more people will read it and provide that feedback!
This article is a working document which will cover my election promises, program, government and government plans.
I will evolve this document as follows:
- Setting up a government structure [done]
- Publishing the general vision [done]
- Publishing the plans/ideas/responsibilities per ministry/department [done]
- Asking certain people I have in mind for a government position
- Publishing the initial names of the ministers/officials I would like to have in the government [done]
- Updating the government officials as soon as I have received an acceptance or rejection to a certain position.

1. Vision
My main goals are to focus on:
- Transparency
- Focus on new citizens (attracting new players, coaching/"training" new citizens)
- Community
A few initial concrete plans to obtain this:
- Creating a newspaper used by president and PM for official statements (yeah, that's right, I won't use my private newspaper to get some subscribers!)
- Joining a Training War; If PHX doesn't organize, we'll join - for example - VEN/COL.
- Coaching Organization gets budget to advertise articles to help new citizens
- Publish “Weekly news”
2. Government structure.
I will keep the government structure relatively the same. A lot of reforms have been done lately, and I want to see the effects before changing it again. However, I am considering to switch some responsibilities to get a more clear structure on who is responsible for what.
2.1 Ministries
There are 4 “main” ministries (Interior & Information, Foreign Affairs, Defense and Finance). All other departments and organization operate independently, but are the eventual responsibility of the minister of the main ministry linked to it. This has the advantage that the Prime Minister does not have to chase all kind of different people: if – for example – the Coaching Department isn’t active enough, the Minister of Interior & Information has to find a solution. Only when he is unable to find a quick solution, the Prime Minister can be called in.
Also, in government meetings, only the ministers of the 4 main ministry have to attend, the others only have to attend if a topic in their area is on the agenda (or if they just want to join because they like it, of course). If everything is going well in the Department of Raws, I do not necessarily need the head of the Raws department in the meeting. This will – hopefully – keep the meetings shorter and more structured. (I guess people who have been in the government will understand my vision on this…
2.2 Departments
Departments are responsible for specific topics, like State Companies, Raws or Media. They have to report to the Minister they fall under. Participation in government meetings is not mandatory, unless the Minister wants to cover their area. Although the Ministry covers the high level managements (reports, policy), the Departments are doing the real work, and they are responsible for it. If they need anything in order to achieve their goals, they can ask the Minister.
2.3 Organizations
Not the in-game organizations you all know, but parts of the government that operate as good as independent (call it “guilds” or “societies”). You all know the army, but a few more organizations are added. They report to the Department or Ministry they fall under. However, they won’t have much to do with the government as long as everything goes okay. For example, the army can do their things independently from the government, as long as the Minister of Defense is included (for example when they need GOLD to tank). Key is to have active and experienced players on these areas, who can operate independently. When there are multiple people involved in an organization, there is no one having the "lead", it's a team (unless they decide different internally). The responsible person is always the minister or department they fall under. When possible, I try to keep the people currently involved in the organizations on their place, because mostly everything happening there is work in progress. Changing every month would heavily damage the progress.
2.4 Governmental structure
Which the descr*ptions (I can't write any words with scr*pt in it... EPIC ADMIN FAIL!) above, the ministries, departments and organizations will be organized as follows:

Going quickly through it, but will probably rewrite this afternoon. Anyway, an indication to get the initial idea:
3.1 Ministry of Interior & Information
Responsible for all internal affairs. End responsible for communication, recruitment and coaching. Responsible for the governmental communication towards the citizens. Will publish for example the Weekly News, but also updates when something important happens.
3.1.1 Department of Education, Recruitment & Science
End responsible for the activities in the underlying organizations:
- Coaching organization: publishing educational articles, promote the forum/IRC and get clear how our coaching structure looks like + store that somewhere on the forum (who are the coaches, who is head coach, etc?). Also, the coaches should be more promoted (for example, advertisements on how to request a coach)
- Recruitment organization: thinking about and implementing anything that is needed to get more citizens to join UNL.
- Research organization: setting up the research organization (new!), doing research to support other departments, doing research on own initiative.
3.2 Ministry of Foreign Affairs
Responsible for maintaining and improving foreign relations.
3.2.1 Department of PFA relations
Extra attention should be paid to our allies, to know what’s going on in Phoenix, how we can help each other out (not only military!)
3.2.2 Ambassador Organization
First thing is to get clear how alive our ambassador system still is. Who are the current ambassadors? How is it organized? Should we improve it? A lot of work has to be done here, but a lot positive things can be achieved as well!
3.3 Ministry of Defense
End responsible for military affairs and the army. Will publish daily orders (when applicable), and advise on how to obtain daily battles.
3.3.1 Military Organization
A very solid part of UNL: our military organization. This includes the normal army, UNL Elites and required logistics (in combination with the State Companies director).
3.4 Ministry of Finances
Responsible for publishing the famous weekly (?) financial reports, making payments and keeping an eye on the monetary market.
3.4.1 Department of Economics
Will look at the economic trends and how to act on them. Requires a lot of understanding of general economics, game mechanics and how they interact. Advises the MoF and when needed the rest of Government and/or Congress.
3.4.2 Department of Raws
Responsible for raws management (both State Companies and private deals). Doesn’t change.
3.4.3 Department of State Companies
Head of Department is responsible for running the State Companies. Should make clear who the current managers are and update it (last changed on the forum on January 2!). Also, any vacant positions need to be filled.
Also includes the State Companies Organization, which is the group of all state company managers, responsible for the daily management of the companies.

i think the best way for u to become the new cp would be more activity on irc.
somehow i totaly missing u on irc all the time.
Also i dont like the joining of MoF and MoE.
Because then there isnt somebody who has a good overview (it cost me 1,5 month to get good overview on all finance), and there should be somebody who can ring the bell if the finance are not looking good.
If u all put them in MoF then u will see that there is no time for all the jobs to be done and i fear that u will loose the overview.
Having that all said, i would wish u good luck.

You've put together the duties of MoI and MoRC, I strongly recommend not to do that. Both the MoRC and MoI have an extremely tough job already.
Will you join the CP debates? In that case, I would need to know before the debates.
